Căn cứ Quy định số 01-QĐ/TW ngày 03/02/2026 của Ban Chấp hành Trung ương (có hiệu lực từ ngày 01/02/2026) thay thế Quyết định 342-QĐ/TW năm 2010 về chế độ Đảng phí.
Để đảm bảo quyền lợi và nghĩa vụ của Đảng viên, Đảng ủy Nhà trường thông báo chi tiết các quy định mới về đối tượng được miễn, giảm và tạm hoãn đóng Đảng phí như sau:
1. Các trường hợp được miễn đóng Đảng phí (Miễn 100%)
- Đảng viên được miễn đóng Đảng phí khi thuộc một trong các trường hợp sau:
- Đảng viên có từ đủ 50 năm tuổi Đảng trở lên.
- Đảng viên đang hưởng trợ cấp hưu trí xã hội theo quy định của Chính phủ.
- Đảng viên có hoàn cảnh đặc biệt khó khăn (thuộc hộ nghèo, hộ cận nghèo; mắc bệnh hiểm nghèo theo danh mục của Bộ Y tế) và có đơn đề nghị gửi Chi bộ xem xét.
2. Quy định về giảm mức đóng Đảng phí đối với hoàn cảnh khó khăn
Ngoài các trường hợp được miễn nêu trên, Đảng viên gặp khó khăn về tài chính có thể được xem xét giảm mức đóng:
- Mức giảm: Giảm 30%, 50% hoặc 70% mức đóng Đảng phí quy định, tùy theo từng trường hợp cụ thể.
- Thời hạn: Mỗi lần xem xét miễn, giảm tối đa là 12 tháng.
- Quy trình: Đảng viên làm đơn gửi Chi bộ. Chi bộ báo cáo cấp ủy cấp trên xem xét, quyết định (đối với chi bộ trực thuộc) hoặc tự quyết định (đối với chi bộ cơ sở).
3. Quy định đối với Đảng viên công tác xa, lưu động
Đối với Đảng viên được tạm miễn sinh hoạt Đảng do đi làm xa, công việc không ổn định hoặc ở nơi chưa có tổ chức Đảng, nếu không thể đóng Đảng phí hằng tháng qua Cổng Dịch vụ công Quốc gia:
- Phải báo cáo Chi bộ để xin phép chậm đóng hoặc đóng trước Đảng phí.
- Thời gian cho phép chậm đóng/đóng trước tối đa bằng thời gian được tạm miễn sinh hoạt Đảng.
4. Các trường hợp không thu và hoãn thu đảng phí
- Không thu Đảng phí: Trong thời gian Đảng viên bị đình chỉ sinh hoạt đảng do bị tạm giam hoặc bị tòa án tuyên phạt từ cải tạo không giam giữ trở lên.
- Hoãn thu do bất khả kháng: Trong trường hợp thiên tai, chiến tranh, dịch bệnh khiến Đảng viên không có khả năng đóng phí, Chi bộ sẽ báo cáo cấp ủy cấp trên để xem xét quyết định miễn đóng cho Đảng viên trong thời gian đó.
Đề nghị các Bí thư Chi bộ phổ biến, rà soát danh sách Đảng viên thuộc các diện nêu trên để thực hiện đúng quy định.

Update on the new regulation (01-QD/TW) regarding Party membership fees: exemptions, reductions, and fee collection principles
Pursuant to Regulation No. 01-QD/TW dated February 3, 2026, issued by the Central Committee (effective from February 1st, 2026), replacing Decision No. 342-QD/TW (2010) on the Party membership fee regime.
To ensure the rights and obligations of Party members, the University Party Committee hereby announces detailed regulations on subjects eligible for exemption, reduction, and suspension of Party membership fees as follows:
1. Cases Eligible for Full Exemption from Party Fees
Party members are exempt from paying Party fees if they fall into one of the following categories:
- Party members with 50 or more years of Party membership.
- Party members receiving social pension allowances as prescribed by the Government.
- Party members in specifically difficult circumstances (classified as poor or near-poor households; suffering from critical illnesses per the Ministry of Health's list) who submit a request to their Party Cell for consideration.
2. Regulations on Fee Reduction for Financial Hardships
In addition to the exemption cases mentioned above, Party members facing financial difficulties may be considered for a fee reduction:
- Reduction Levels: A reduction of 30%, 50%, or 70% of the standard fee, depending on the specific case.
- Duration: Each approval for exemption or reduction applies for a maximum period of 12 months.
- Procedure: The Party member shall apply to the Party Cell. The Party Cell shall report to the superior Party Committee for a consideration (for subordinate cells) or make a direct decision (for grassroots cells).
3. Regulations for Party Members Working Remotely or Mobile
For Party members who are temporarily exempted from Party activities due to working far from their residence, having unstable employment, or residing in areas without a Party organization, and who are unable to pay monthly fees via the National Public Service Portal:
- They shall report to the Party Cell to request permission for delayed payment or advance payment.
- The maximum period allowed for delayed or advance payment shall be equal to the duration of the temporary exemption from Party activities.
4. Cases of Non-Collection and Suspension of Fees
- Non-Collection: Party fees are not collected during the period in which a Party member is suspended from Party activities due to detention or sentenced by a court to non-custodial reform or higher penalties.
- Suspension due to Force Majeure: In cases of war, natural disasters, or epidemics where Party members are unable to pay fees, the Party Cell shall report to the superior Party Committee to decide on fee exemption for that period.
Secretaries of Party Cells are requested to disseminate this information and review the list of Party members eligible under the above categories to ensure compliance.
