Nhằm cụ thể hóa định hướng chuyển đổi số và thích ứng với kỷ nguyên công nghệ mới, ngày 30/06/2026, Bộ Giáo dục và Đào tạo đã chính thức ban hành Thông tư số 49/2026/TT-BGDĐT quy định về việc ứng dụng công nghệ trong giáo dục đại học, giáo dục nghề nghiệp. Đặc biệt, đây là văn bản đầu tiên chính thức đưa Trí tuệ nhân tạo (AI) vào hành lang pháp lý trong công tác đào tạo và quản trị giáo dục.
1. Phạm vi và đối tượng áp dụng mở rộng
Thông tư áp dụng cho tất cả các cơ sở giáo dục đại học, trường cao đẳng, trường trung cấp và các tổ chức, cá nhân tham gia vào hoạt động đào tạo, nghiên cứu khoa học. Do đó, mọi hoạt động dạy, học, kiểm tra, đánh giá và nghiên cứu tại Khoa Dược đều chịu sự điều chỉnh trực tiếp từ các quy định mới này.
2. Nguyên tắc ứng dụng công nghệ: Lấy người học làm trung tâm
Quá trình ứng dụng công nghệ số vào giáo dục phải đảm bảo quyền tự chủ của đơn vị đào tạo và luôn lấy lợi ích của người học làm trung tâm. Việc quản lý, khai thác dữ liệu phải diễn ra hiệu quả, đồng thời tuân thủ nghiêm ngặt các quy định về an toàn thông tin và bảo vệ dữ liệu cá nhân.
Thông tư khẳng định rõ: Công nghệ và trí tuệ nhân tạo (AI) chỉ là công cụ hỗ trợ, tuyệt đối không thay thế trách nhiệm chuyên môn của giảng viên trong giảng dạy và của người học trong học tập, nghiên cứu.
3. Siết chặt liêm chính học thuật và quản lý sử dụng AI
Đối với lĩnh vực y dược, tính chính xác và sự trung thực trong nghiên cứu khoa học luôn là yếu tố sống còn. Để ngăn chặn việc lạm dụng công nghệ, Thông tư yêu cầu:
- Các cơ sở giáo dục phải ban hành quy định nội bộ về liêm chính học thuật và bộ quy tắc ứng xử về sử dụng trí tuệ nhân tạo (AI) trong cả đào tạo và nghiên cứu khoa học.
- Xác định rõ các hành vi vi phạm (như sử dụng AI để gian lận thi cử, sao chép khóa luận, thao túng số liệu nghiên cứu, ...), đồng thời đưa ra các biện pháp phòng ngừa và quy trình xử lý kỷ luật nghiêm khắc đối với những cá nhân vi phạm.
4. Tiêu chuẩn đối với các nền tảng và giải pháp công nghệ
Đối với các đơn vị, tổ chức và doanh nghiệp cung cấp nền tảng công nghệ phục vụ nhà trường, văn bản quy định rõ trách nhiệm tuân thủ các quy chuẩn kỹ thuật, tiêu chuẩn lưu trữ dữ liệu, bảo mật an toàn thông tin và duy trì tính liên tục của dịch vụ nhằm tránh làm gián đoạn quá trình đào tạo.
5. Định hướng phát triển và trách nhiệm học thuật
Chuyển đổi số và ứng dụng các thành tựu công nghệ (bao gồm cả AI) là xu thế tất yếu nhằm nâng cao chất lượng đào tạo Dược khoa. Tuy nhiên, sự phát triển này phải luôn đi đôi với ý thức trách nhiệm và đạo đức nghề nghiệp.
- Đối với giảng viên, nghiên cứu viên: Chủ động cập nhật kỹ năng công nghệ để tối ưu hóa bài giảng, kiểm soát chặt chẽ quá trình làm bài của sinh viên và hướng dẫn sinh viên khai thác AI một cách có đạo đức.
- Đối với sinh viên: Tuyệt đối giữ gìn liêm chính học thuật. Các bạn được khuyến khích sử dụng công nghệ như một công cụ hỗ trợ tra cứu và tổng hợp tài liệu, nhưng không được phép sử dụng AI để gian lận, thay thế tư duy độc lập trong các kỳ thi, bài kiểm tra hay thực hiện khóa luận tốt nghiệp.

New regulations from the Ministry of Education and Training on the application of technology and artificial intelligence (AI) in education and scientific research
In an effort to concretize the digital transformation strategy and adapt to the new technological era, on June 30, 2026, the Ministry of Education and Training (MOET) officially issued Circular No. 49/2026/TT-BGDĐT regulating the application of technology in higher education and vocational education. Notably, this is the first legal document to formally integrate Artificial Intelligence (AI) into the legal framework for educational training and administration.
1. Expanded scope and subjects of application:
The Circular applies to all higher education institutions, colleges, intermediate schools, as well as organizations and individuals involved in training and scientific research. Therefore, all teaching, learning, assessment, and research activities at the Faculty of Pharmacy are directly governed by these new regulations.
2. Principles of technology application: A learner-centered approach
The integration of digital technology into education must ensure the institutional autonomy of the training unit and prioritize the benefits of the learners. Data management and utilization must be effective while strictly complying with regulations on information security and personal data protection.
The Circular explicitly states: Technology and Artificial Intelligence (AI) are strictly supportive tools and absolutely cannot replace the professional responsibilities of lecturers in teaching or of learners in studying and research.
3. Tighteninacademic integrity and AI management
In the medical and pharmaceutical fields, accuracy and honesty in scientific research are vital. To prevent the misuse of technology, the Circular requires:
- Educational institutions must promulgate internal regulations on academic integrity and a code of conduct for the use of Artificial Intelligence (AI) in both training and scientific research.
- Clearly define violations (such as using AI for exam cheating, plagiarizing theses, manipulating research data, etc.), while establishing preventive measures and strict disciplinary procedures for individuals who commit these violations.
4. Standards for technology platforms and solutions:
For units, organizations, and enterprises providing technological platforms for the university, the document clearly outlines their responsibility to comply with technical regulations, data storage standards, information security, and service continuity to prevent any disruption to the educational process.
5. Strategic development and academic responsibility
Digital transformation and the application of technological advancements (including AI) are inevitable trends to enhance the quality of pharmaceutical education. However, this development must always be accompanied by a strong sense of responsibility and professional ethics.
- For lecturers and researchers: Proactively update your technological skills to optimize lectures, strictly monitor students' assignments, and guide students on the ethical use of AI.
- For students: Maintain absolute academic integrity. You are encouraged to use technology as a supportive tool for researching and synthesizing materials, but you are not permitted to use AI to cheat or to replace independent thinking in exams, tests, or graduation theses.
