Nhằm xây dựng và phát triển mạng lưới cơ sở y tế quốc gia phù hợp với yêu cầu bảo vệ, chăm sóc và nâng cao sức khỏe nhân dân trong tình hình mới, ngày 08 tháng 6 năm 2026, Bộ trưởng Bộ Y tế đã chính thức ban hành Quyết định số 1658/QĐ-BYT phê duyệt điều chỉnh Quy hoạch mạng lưới cơ sở y tế thời kỳ 2021 - 2030, tầm nhìn đến năm 2050. Đây là văn bản pháp lý quan trọng định hình toàn diện không gian phát triển của ngành y tế Việt Nam hướng tới mục tiêu công bằng, chất lượng, hiệu quả và hội nhập quốc tế. Văn bản này mang lại những thông tin cập nhật cốt lõi dành cho đội ngũ giảng viên, nghiên cứu viên và sinh viên khối ngành sức khỏe.
1. Phạm vi và đối tượng quy hoạch
Quy hoạch được thực hiện trên phạm vi ranh giới toàn bộ cả nước. Đối tượng quy hoạch bao gồm các cơ sở y tế công lập liên vùng, liên tỉnh và liên ngành thuộc các lĩnh vực trọng yếu: khám bệnh, chữa bệnh, phục hồi chức năng; giám định y khoa, giám định pháp y và giám định pháp y tâm thần; y tế dự phòng, y tế công cộng; kiểm nghiệm, kiểm định, kiểm chuẩn các sản phẩm thuộc phạm vi quản lý của Bộ Y tế; và lĩnh vực dân số - sức khỏe sinh sản.
2. Mục tiêu và chỉ tiêu phát triển cụ thể đến năm 2030
Về định hướng mạng lưới, quy hoạch xác định rõ mục tiêu bảo đảm mỗi vùng kinh tế - xã hội đều có ít nhất một bệnh viện cấp chuyên sâu mức kỹ thuật cao và mỗi tỉnh có ít nhất một bệnh viện cấp chuyên sâu. Đồng thời, hệ thống sẽ quy hoạch 17 bệnh viện đa khoa cấp tỉnh đảm nhận chức năng vùng để hỗ trợ chuyên môn, chuyển giao kỹ thuật và ứng phó thảm họa. Đối với hệ thống phòng bệnh, tập trung nâng cấp năng lực các viện vệ sinh dịch tễ/Pasteur và hình thành phòng xét nghiệm an toàn sinh học cấp 3. Đối với lĩnh vực kiểm nghiệm, nâng cấp các viện quốc gia về thuốc, vắc xin, thiết bị y tế đạt chuẩn quốc tế, phát triển các trung tâm nghiên cứu và khu sản xuất tập trung công nghệ cao.
Về các chỉ tiêu phát triển nhân lực và hạ tầng y tế, phấn đấu đến năm 2030 cả nước đạt các thông số cụ thể: đảm bảo đạt 38 giường bệnh trên 10.000 dân; 19 bác sĩ trên 10.000 dân; 4,0 dược sĩ trên 10.000 dân; và 33 điều dưỡng trên 10.000 dân.
3. Tầm nhìn chiến lược đến năm 2050
Hướng tới mục tiêu xây dựng hệ thống y tế ngang tầm các nước phát triển có thu nhập cao, tầm nhìn đến năm 2050 sẽ tập trung mở rộng quy mô mạng lưới bệnh viện chuyên khoa sâu (ung bướu, tim mạch, sản nhi, lão khoa, phục hồi chức năng, y học cổ truyền, truyền nhiễm, tâm thần) và hình thành các cơ sở y tế hiện đại đạt chuẩn quốc tế. Đặc biệt, chiến lược sẽ đầu tư xây dựng 02 khu phức hợp y tế chuyên sâu quy mô lớn, bao gồm khu phức hợp miền Bắc tại tỉnh Bắc Ninh và khu phức hợp miền Nam tại tỉnh Tây Ninh.
Về chỉ tiêu phát triển dài hạn đến năm 2050, toàn hệ thống phấn đấu đạt: 45 giường bệnh trên 10.000 dân; 35 bác sĩ trên 10.000 dân; 4,5 dược sĩ trên 10.000 dân; và 90 điều dưỡng trên 10.000 dân.
4. Các nhóm giải pháp trọng tâm thực hiện quy hoạch
- Để hiện thực hóa các mục tiêu trên, Quyết định số 1658/QĐ-BYT đề ra 7 nhóm giải pháp đồng bộ:
+ Cơ chế chính sách: Rà soát, hoàn thiện văn bản quy phạm pháp luật; ưu tiên chính sách đầu tư cho vùng sâu, vùng xa, biên giới, hải đảo và thúc đẩy xã hội hóa, hợp tác công - tư.
+ Phát triển nguồn nhân lực: Sắp xếp lại các đơn vị sự nghiệp y tế bảo đảm tinh gọn; xây dựng chính sách thu hút nhân lực chất lượng cao; tăng quy mô và nâng cao chất lượng đào tạo khối ngành sức khỏe (bác sĩ, dược sĩ, điều dưỡng) bám sát vị trí việc làm.
+ Huy động vốn: Kết hợp hiệu quả giữa ngân sách nhà nước, vốn ODA, viện trợ quốc tế, nguồn tự chủ của cơ sở y tế và nguồn đầu tư tư nhân nhằm kích hoạt toàn diện hạ tầng y tế.
+ Khoa học công nghệ và chuyển đổi số: Phát triển các nền tảng số y tế, xây dựng hệ thống dữ liệu lớn từ các thiết bị IoMT (Internet of Medical Things), hồ sơ sức khỏe điện tử, ứng dụng trí tuệ nhân tạo hướng tới nền y tế thông minh.
+ Hợp tác quốc tế: Đẩy mạnh trao đổi chuyên gia, chuyển giao công nghệ sản xuất vắc xin, sinh phẩm; áp dụng các chuẩn mực y tế quốc tế và nâng cao vị thế của y học Việt Nam.
+ Liên kết phát triển: Thiết lập hệ thống kết nối chặt chẽ giữa y tế dự phòng và cơ sở điều trị, kết hợp quân dân y; tối ưu hóa quy trình chuyển tuyến và thanh toán bảo hiểm y tế.
+ Tổ chức thực hiện và giám sát: Công khai quy hoạch, xây dựng cơ sở dữ liệu số và hệ thống GIS phục vụ giám sát định kỳ, bảo đảm tính minh bạch và đồng bộ với quy hoạch địa phương.

Planning update: Ministry of Health approves adjustments to the Master Plan for the Network of Health Facilities for the 2021 - 2030 period, with a vision to 2050
To construct and develop a national healthcare facility network that aligns with the requirements of public health protection, care, and improvement in the new era, on June 8, 2026, the Minister of Health officially issued Decision No. 1658/QD-BYT. This decision approves adjustments to the Master Plan for the Network of Health Facilities for the 2021 - 2030 period, with a vision to 2050. This is a crucial legal document shaping the comprehensive development space of Vietnam's health sector towards fairness, quality, efficiency, and international integration. This text provides core updated information for lecturers, researchers, and students in the health sciences sector.
1. Scope and subjects of the master plan
The master plan is implemented within the territorial boundaries of the entire country. The subjects of the planning include regional, inter-provincial, and inter-sectoral public health facilities in key areas: medical examination, treatment, and rehabilitation; medical forensic examination, forensic examination, and forensic psychiatric examination; preventive medicine and public health; testing, inspection, and standardization of products under the management of the Ministry of Health; and the field of population and reproductive health.
2. Specific development goals and indicators by 2030
Regarding network orientation, the plan clearly specifies the objective of ensuring that each socio-economic region has at least one specialized hospital with high-level technical capabilities and each province has at least one specialized hospital. Concurrently, the system will designate 17 provincial general hospitals to undertake regional functions, supporting professional expertise, technology transfer, and disaster response. For the preventive health system, focus will be placed on upgrading the capacity of institutes of hygiene and epidemiology/Pasteur institutes and establishing biosafety level 3 laboratories. In the field of testing, national institutes for drugs, vaccines, and medical devices will be upgraded to international standards, alongside developing high-tech research centers and concentrated production zones.
Regarding infrastructure and health workforce indicators, the nation strives to achieve specific parameters by 2030: ensuring 38 hospital beds per 10,000 people; 19 physicians per 10,000 people; 4.0 pharmacists per 10,000 people; and 33 nurses per 10,000 people.
3. Strategic vision to 2050
Aiming to build a healthcare system on par with developed, high-income countries, the vision to 2050 will focus on expanding the scale of the specialized hospital network (oncology, cardiology, obstetrics/pediatrics, geriatrics, rehabilitation, traditional medicine, infectious diseases, and mental health) and establishing modern health facilities of international standards. Notably, the strategy will invest in building 02 large-scale specialized medical complexes, including the Northern complex in Bac Ninh province and the Southern complex in Tay Ninh province.
Regarding long-term development targets by 2050, the entire system strives to achieve: 45 hospital beds per 10,000 people; 35 physicians per 10,000 people; 4.5 pharmacists per 10,000 people; and 90 nurses per 10,000 people.
4. Core solution groups for master plan implementation
- To realize the aforementioned goals, Decision No. 1658/QD-BYT outlines 7 synchronized solution groups:
+ Mechanisms and policies: Reviewing and perfecting legal documents; prioritizing investment policies for remote, border, and island areas; and promoting socialization and public-private partnerships.
+ Human resource development: Reorganizing public health units to ensure lean operations; building policies to attract high-quality human resources; increasing the scale and enhancing the quality of health education (physicians, pharmacists, nurses) closely aligned with job positions.
+ Capital mobilization: Effectively combining the state budget, ODA, international aid, autonomous funds of health units, and private investment to comprehensively activate healthcare infrastructure.
+ Science, technology, and digital transformation: Developing digital health platforms, building big data systems from IoMT (Internet of Medical Things) devices, electronic health records, and applying artificial intelligence towards smart healthcare.
+ International cooperation: Promoting expert exchange and technology transfer for manufacturing vaccines and biologicals; applying international medical standards and elevating the global status of Vietnamese medicine.
+ Development linkage: Establishing a tight connection system between preventive medicine and treatment facilities, combining military and civilian medicine; optimizing referral processes and health insurance payments.
+ Implementation and monitoring: Publicizing the master plan, building digital databases and GIS systems for periodic monitoring, ensuring transparency and alignment with local provincial planning.
