Trước những thách thức về sức khỏe tâm thần của người học, Bộ Giáo dục và Đào tạo đã ban hành Quyết định số 1633/QĐ-BGDĐT ngày 15/06/2026 phê duyệt Tài liệu hỏi đáp về tư vấn tâm lý học đường, góp phần chuẩn hóa chuyên môn và hoàn thiện hành lang pháp lý cho công tác tư vấn tâm lý học đường tại Việt Nam.

- Nghị định số 13/2023/NĐ-CP: Đảm bảo tuân thủ nghiêm ngặt nguyên tắc bảo vệ dữ liệu cá nhân trong việc lưu trữ, quản lý và sử dụng hồ sơ tư vấn.
2. Cấu trúc và nội dung cốt lõi của tài liệu hỏi đáp
Các vấn đề chung: Làm rõ sự khác biệt giữa tư vấn tâm lý và tham vấn tâm lý; chuẩn hóa quy trình sơ cứu tâm lý (PFA) theo mô hình Nhìn – Lắng nghe – Kết nối nhằm hỗ trợ kịp thời các trường hợp khủng hoảng.

Quyết định 1633 chuẩn hóa quy trình phân tầng từ phòng ngừa diện rộng đến can thiệp chuyên sâu. Đối với các ca "nguy cơ cao" (tự sát, tự hại), an toàn tính mạng được đặt lên hàng đầu, lập tức áp dụng ngoại lệ bảo mật để phối hợp với gia đình và chuyển tuyến khẩn cấp đến cơ sở y tế.

4. Khác biệt đặc thù giữa khối nghề nghiệp và khối Đại học
Khối đào tạo nghề nghiệp: Do người học có độ tuổi nhỏ hơn (15–17 tuổi) và chịu sự điều chỉnh của Luật Trẻ em, quy trình bảo mật cần linh hoạt hơn, đòi hỏi sự đồng thuận và phối hợp giám sát từ người giám hộ. Ngoài ra, cần ưu tiên hình thức tư vấn trực tuyến để phù hợp với các học kỳ thực tập thường xuyên tại doanh nghiệp.
Khối đại học: Sinh viên phần lớn đã thành niên và có năng lực hành vi dân sự đầy đủ, do đó công tác tư vấn phải tôn trọng quyền tự quyết cao nhất và đảm bảo yêu cầu bảo mật thông tin tuyệt đối.
5. Kết luận
Quyết định số 1633/QĐ-BGDĐT cùng tài liệu đi kèm chính là nền tảng vững chắc để số hóa, chuẩn hóa công tác tư vấn tâm lý học đường trên toàn quốc. Việc triển khai bài bản cơ chế này sẽ kiến tạo một môi trường giáo dục an toàn, lành mạnh, thúc đẩy thế hệ người học tương lai phát triển toàn diện cả về tri thức lẫn sức khỏe tinh thần.

- Circular No. 18/2025/TT-BGDDT: Guides school counseling and social work in schools, officially applicable to both higher education and vocational sectors (replacing Circular No. 31/2017/TT-BGDDT, which was previously limited to K-12 education).
- Circular No. 40/2026/TT-BGDDT: Regulates student affairs, integrating school counseling as one of the four core activities to provide comprehensive support for learners.
- The Law on Higher Education and the Law on Vocational Education (Amended in 2025): Provide a solid legal basis for the allocation of resources, personnel, and operational budgets at institutions.

This requires an immediate breach of confidentiality to coordinate with families and activate emergency referral systems to specialized medical facilities or psychiatric hospitals.
Ethical principles: Confidentiality and professional boundaries
The document establishes a clear separation of roles between academic advisors and specialized psychological counseling personnel. The record-keeping and archiving systems of these two departments must be managed completely separately. Counseling files must utilize the standardized templates enclosed with Circular 18, and all information shared in periodic reports to regulatory authorities must be strictly anonymized as statistical data.
4. Specific differences between the Vocational and Higher Education sectors
Vocational Education sector: Since learners are often younger (aged 15–17 in dual-track programs) and subject to the Law on Children, the confidentiality protocol needs to be more flexible, requiring consent and collaborative supervision from legal guardians. Additionally, online counseling should be prioritized to accommodate students' frequent off-campus internship semesters at enterprises.
Higher Education sector: As the vast majority of students are adults with full civil capacity, counseling work must respect the highest level of self-determination and guarantee absolute information privacy.

Decision No. 1633/QD-BGDDT and its accompanying document serve as a solid foundation for digitizing and standardizing large-scale training and capacity building nationwide.
