Nhằm đảm bảo tính minh bạch, hiệu quả và tuân thủ các quy định hiện hành trong công tác quản lý, trang bị và sử dụng cơ sở vật chất, máy móc, thiết bị phục vụ cho hoạt động giảng dạy, nghiên cứu khoa học, Bộ Giáo dục và Đào tạo đã chính thức ban hành Thông tư số 66/2026/TT-BGDĐT ngày 11 tháng 08 năm 2026. Đây là văn bản quy phạm pháp luật quan trọng quy định chi tiết về tiêu chuẩn và định mức sử dụng tài sản chuyên dùng tại các cơ sở giáo dục và cơ sở đào tạo.
1. Phạm vi điều chỉnh và đối tượng áp dụng
Các đơn vị sự nghiệp công lập, bao gồm:
- Cơ sở giáo dục: Cơ sở giáo dục mầm non, giáo dục phổ thông, giáo dục thường xuyên, trường chuyên biệt và các cơ sở giáo dục khác.
- Cơ sở đào tạo: Đại học, trường đại học, cơ sở giáo dục đại học, trường cao đẳng sư phạm và các trường cao đẳng có đào tạo nhóm ngành giáo viên.
- Các cơ quan, tổ chức, cá nhân có liên quan.
Lưu ý: Quy định không áp dụng đối với các cơ sở giáo dục nghề nghiệp (trừ các trường hợp đặc thù được quy định tại điểm b khoản 2 Điều 1 của Thông tư).
2. Mục đích hướng dẫn tiêu chuẩn, định mức sử dụng thiết bị
- Làm căn cứ để các cơ quan quản lý giáo dục, cơ sở giáo dục, cơ sở đào tạo xây dựng tiêu chuẩn, định mức sử dụng thiết bị.
- Làm căn cứ để các cơ quan quản lý giáo dục, cơ sở giáo dục, cơ sở đào tạo lập kế hoạch và dự toán ngân sách; giao, mua sắm, thuê, quản lý, sử dụng, xử lý máy móc, thiết bị.
3. Quy định tiêu chuẩn và định mức thiết bị
Đối với các cơ sở giáo dục
- Tiêu chuẩn: Bao gồm các thiết bị trong danh mục thiết bị dạy học do Bộ Giáo dục và Đào tạo ban hành, cùng các thiết bị bổ sung phục vụ thi/tuyển sinh, bảo đảm chất lượng, phòng học bộ môn, hạ tầng chuyển đổi số, thiết bị STEM/STEAM, y tế trường học, thể dục thể thao và các phòng chức năng.
- Định mức: Được xác định dựa trên quy mô học sinh, số nhóm/lớp, quy mô giáo viên, yêu cầu đổi mới phương pháp giảng dạy, nhu cầu thực tế và điều kiện hạ tầng cơ sở vật chất.
Đối với các cơ sở đào tạo (Đại học, Cao đẳng)
- Tiêu chuẩn: Tập trung vào trang thiết bị tại các phòng thí nghiệm, phòng thực hành, trung tâm thông tin - thư viện, dây chuyền công nghệ nghiên cứu; máy tính, hệ thống phần mềm, thư viện số; thiết bị đánh giá chất lượng; và hệ thống kỹ thuật phụ trợ (điều hòa, hút ẩm, xử lý chất thải, phòng cháy chữa cháy).
- Định mức: Được xây dựng dựa trên quy mô sinh viên và giảng viên quy đổi; mục tiêu, chất lượng của chương trình đào tạo và đề tài nghiên cứu; cùng điều kiện nhân sự kỹ thuật hỗ trợ và năng lực vận hành cơ sở vật chất.
4. Tổ chức thực hiện
Các cơ sở giáo dục và đào tạo có trách nhiệm căn cứ vào quy định tại Thông tư này để xây dựng, trình cấp có thẩm quyền phê duyệt tiêu chuẩn, định mức của đơn vị; đồng thời phải công khai minh bạch trên cổng thông tin điện tử.
Xử lý chuyển tiếp: Các tiêu chuẩn, định mức hoặc dự án đầu tư, mua sắm đã được phê duyệt trước ngày Thông tư có hiệu lực nếu phù hợp thì tiếp tục triển khai; trường hợp không phù hợp sẽ tiến hành rà soát, đề xuất điều chỉnh.
Hiệu lực thi hành: Thông tư chính thức có hiệu lực từ ngày 26 tháng 9 năm 2026. Đồng thời, Thông tư số 16/2019/TT-BGDĐT ngày 04/10/2019 hết hiệu lực kể từ ngày Thông tư này có hiệu lực thi hành.

- Norms: Determined based on student population, number of classes/groups, teaching staff size, requirements for educational method innovation, actual operational needs, and facility infrastructure conditions.
For training institutions (Universities & Colleges)
- Standards: Focus on equipment in laboratories, practice rooms, information-library centers, research technology lines; computers, software systems, digital libraries; quality assessment equipment; and specialized technical support systems (air conditioning, dehumidification, waste treatment, fire prevention and fighting).
- Norms: Formulated based on converted student and faculty scale; objectives and quality standards of training programs and research projects; technical support staff conditions, and facility operational capacity.
4. Implementation and transitional provisions
Educational and training institutions are responsible for developing and submitting their internal standards and norms to competent authorities for approval based on this Circular. These regulations must be publicly disclosed on their official web portals.
- Transitional Provisions: Standards, norms, or procurement/investment projects approved before the effective date of this Circular may continue if compliant; non-compliant cases must be reviewed and proposed for adjustment.
- Effective Date: This Circular officially comes into effect on September 26, 2026. Concurrently, Circular No. 16/2019/TT-BGDDT dated October 4, 2019, shall cease to be effective from the date this Circular takes effect.
