Ngày 10/8/2026, Bộ Y tế chính thức ban hành Bộ tiêu chuẩn đảm bảo chất lượng đào tạo liên tục (CME), cập nhật kiến thức cho cán bộ y tế theo Quyết định số 2546/QĐ-BYT. Trong bối cảnh y khoa phát triển nhanh chóng, việc cập nhật kiến thức là yêu cầu bắt buộc đối với mỗi nhân viên y tế. Bộ tiêu chuẩn gồm 08 trụ cột cốt lõi nhằm chuẩn hóa toàn diện công tác đào tạo, giúp các cơ sở y tế, bệnh viện và đội ngũ Y - Dược dễ dàng nắm bắt, triển khai hiệu quả.
08 Tiêu chuẩn đảm bảo chất lượng CME
1. Chức năng, nhiệm vụ và chiến lược phát triển
- Có đầy đủ văn bản pháp lý quy định chức năng, nhiệm vụ và phạm vi đào tạo.
- Xây dựng chiến lược, kế hoạch đào tạo (hằng năm và 5 năm) dựa trên nhu cầu thực tế và được Lãnh đạo phê duyệt.
2. Tổ chức và quản lý
- Ban hành văn bản quy định hệ thống bộ phận chuyên trách về đào tạo do Lãnh đạo cơ sở trực tiếp phụ trách, phân công nhân lực phù hợp quy mô.
- Đội ngũ quản lý và giảng viên tuân thủ đúng tiêu chuẩn tại Thông tư 22/2013/TT-BYT, Thông tư 26/2020/TT-BYT, Thông tư 32/2023/TT-BYT và các văn bản liên quan.
- Lưu trữ hồ sơ khoa học (bản giấy hoặc bản điện tử có chữ ký số).
- Ứng dụng CNTT trong quản lý, cập nhật dữ liệu lên hệ thống chung và báo cáo định kỳ đầy đủ.
3. Chương trình đào tạo
- Phù hợp với phạm vi chuyên môn và danh mục kỹ thuật đã phê duyệt.
- Xây dựng mục tiêu rõ ràng, thiết kế theo hướng tiếp cận năng lực, lấy người học làm trung tâm và cân đối hợp lý thời lượng lý thuyết - thực hành.
- Chuẩn hóa quy trình xây dựng, thẩm định, ban hành; định kỳ rà soát và cập nhật chương trình dựa trên phản hồi thực tế từ học viên và đơn vị sử dụng lao động.
4. Tài liệu đào tạo
- Tài liệu biên soạn, thẩm định nghiêm ngặt; làm rõ quy trình thực hành và chỉ tiêu tay nghề đối với khối lâm sàng/cận lâm sàng.
- Cung cấp học liệu cho học viên ngay từ đầu khóa và lưu trữ hệ thống phục vụ tra cứu.
- Định kỳ cập nhật tài liệu tối thiểu 02 năm/lần hoặc khi có tiến bộ y khoa mới.
5. Giảng viên và người hướng dẫn thực hành
- Bảo đảm số lượng và chất lượng giảng viên (cơ hữu, thỉnh giảng); trình độ chuyên môn không thấp hơn người học và có thâm niên công tác liên tục từ 24 - 36 tháng tùy lĩnh vực.
- Giảng viên hướng dẫn thực hành lâm sàng bắt buộc phải có Giấy phép/Chứng chỉ hành nghề phù hợp và Chứng chỉ phương pháp dạy - học lâm sàng.
- Có kế hoạch bồi dưỡng định kỳ về chuyên môn và phương pháp sư phạm y học.
6. Quản lý người học
- Công khai minh bạch tiêu chuẩn tuyển sinh, quyền lợi, nghĩa vụ của học viên cùng điều kiện cấp chứng chỉ.
- Theo dõi chuyên cần chặt chẽ (sổ điểm danh hoặc hệ thống LMS).
- Tổ chức đánh giá kết quả học tập (lý thuyết, thực hành) khách quan, minh bạch, bám sát chuẩn đầu ra.
7. Cơ sở vật chất và tài chính
- Đảm bảo phòng học, thiết bị văn phòng, hệ thống nghe nhìn và công nghệ thông tin phục vụ giảng dạy.
- Trang bị phòng mô phỏng (Skill lab), labo thực hành đầy đủ mô hình, hóa chất.
- Có cơ sở thực hành lâm sàng đáp ứng danh mục kỹ thuật với đầy đủ văn bản hợp tác pháp lý.
8. Tổ chức hoạt động và đảm bảo chất lượng nội bộ
- Công khai kế hoạch mở lớp trên Cổng thông tin điện tử trước khi tổ chức.
- Cập nhật tức thì sổ cấp chứng chỉ, hỗ trợ hệ thống tra cứu chứng chỉ trực tuyến công khai.
- Duy trì giám sát nội bộ và đánh giá sau đào tạo để liên tục cải tiến chất lượng.

Bộ tiêu chuẩn mới này là thước đo năng lực cho các cơ sở đào tạo CME, đồng thời là bảo chứng cho chất lượng đầu ra của đội ngũ y bác sĩ, dược sĩ. On August 10, 2026, the Ministry of Health officially issued the Quality Assurance Standards for Continuous Training and Continuing Medical Education (CME) for Healthcare Personnel under Decision No. 2546/QD-BYT. In the context of rapid medical advancements, continuous learning is a mandatory requirement for every healthcare worker. Built upon 08 core pillars, this set of standards comprehensively standardizes training operations, helping healthcare institutions, hospitals, and medical/pharmaceutical professionals easily grasp and implement them effectively.
08 quality assurance standards for CME
1. Functions, duties, and development strategy
- Maintain complete legal documentation defining the institution's training functions, duties, and operational scope.
- Formulate annual and 5-year training development strategies/plans based on practical needs and approved by institutional leadership.
2. Organization and management
- Issue regulations establishing a dedicated training unit directly supervised by an institutional leader, with staffing proportionate to training scale.
- Ensure management staff and lecturers strictly meet the qualifications specified in Circular 22/2013/TT-BYT, Circular 26/2020/TT-BYT, Circular 32/2023/TT-BYT, and related legal documents.
- Maintain systematically organized training records (hard copy or valid electronic copy with digital signatures).
- Apply IT in training management, update data on the centralized database system, and submit periodic reports in a timely and accurate manner.
3. Training programs
- Align programs with the institution's approved scope of professional practice and technical list.
- Define clear outcomes using a learner-centered, competency-based approach with a balanced theory-to-practice ratio.
- Standardize internal procedures for curriculum development, appraisal, and issuance; periodically review and update programs based on practical feedback from trainees and healthcare employers.
4. Training materials
- Rigorously compile and appraise training materials; explicitly detail practical procedures, skill targets, and competency requirements for clinical/paraclinical courses.
- Provide learners with early access to learning resources from the start of the course and systematically archive materials for easy reference.
- Review and update training materials at least once every 02 years or whenever new medical advancements emerge.
5. Lecturers and clinical instructors
- Maintain a sufficient quantity and quality of full-time and adjunct faculty whose academic credentials meet or exceed those of trainees, backed by 24 to 36 months of continuous professional experience depending on the field.
- Require clinical instructors to hold an appropriate practicing license/practicing Certificate and a Clinical teaching methodology Certificate.
- Implement periodic plans to update professional competencies and medical pedagogical skills for teaching staff.
6. Learner management
- Transparently disclose admission policies, learner rights/responsibilities, and certificate issuance requirements.
- Enforce strict attendance tracking (via attendance logbooks or Learning Management Systems - LMS).
- Conduct objective, transparent learning assessments (theory and practice) strictly aligned with target learning outcomes.
7. Facilities and finance
- Ensure adequate office space/equipment for the training management unit, as well as well-equipped classrooms and online learning facilities with complete AV and IT systems.
- Equip simulation rooms (skill labs) and practical laboratories with suitable models, equipment, and chemicals.
- Maintain clinical training sites that meet the technical list, backed by valid legal agreements/MOUs if external facilities are used.
8. Operational organization and internal quality assurance
- Publicly announce course schedules on the institution's web portal prior to opening.
- Promptly update certificate issuance registries (hard copy or digital), ensure long-term archiving, and support an online certificate lookup system.
- Maintain an internal quality assurance system through active teaching-learning supervision and post-training evaluations for continuous improvement.
