Ngày 11 tháng 08 năm 2026, Bộ Giáo dục và Đào tạo đã ban hành Thông tư số 65/2026/TT-BGDĐT quy định về điều kiện, trình tự, thủ tục và thẩm quyền công nhận văn bằng do cơ sở giáo dục nước ngoài cấp để sử dụng tại Việt Nam. Thông tư này chính thức có hiệu lực từ ngày 26 tháng 09 năm 2026, thay thế cho Thông tư số 13/2021/TT-BGDĐT và Thông tư số 07/2024/TT-BGDĐT.
1. Phạm vi và đối tượng áp dụng
Điều kiện, trình tự, thủ tục và thẩm quyền công nhận các loại văn bằng do cơ sở giáo dục nước ngoài cấp để sử dụng tại Việt Nam, bao gồm:
- Văn bằng giáo dục phổ thông
- Văn bằng giáo dục nghề nghiệp
- Văn bằng giáo dục đại học (Cử nhân, Thạc sĩ, Tiến sĩ...).
Áp dụng đối với tất cả các cơ quan, tổ chức và cá nhân có liên quan đến việc đề nghị, thẩm định và công nhận văn bằng do cơ sở giáo dục nước ngoài cấp để sử dụng trên lãnh thổ Việt Nam.
2. Điều kiện công nhận văn bằng quốc tế
Văn bằng do cơ sở giáo dục nước ngoài cấp được xem xét công nhận khi đáp ứng các tiêu chuẩn chất lượng nghiêm ngặt:
- Tính hợp pháp & kiểm định: Cơ sở giáo dục cấp bằng phải được cơ quan có thẩm quyền về giáo dục ở nước sở tại phép thành lập, đào tạo và cấp bằng; hoặc chương trình đào tạo/cơ sở giáo dục phải được kiểm định chất lượng bởi tổ chức kiểm định uy tín tại nước đó.
- Đào tạo liên kết & phân hiệu: Đối với các chương trình liên kết đào tạo tại Việt Nam hoặc phân hiệu ở nước thứ ba, hoạt động đào tạo phải tuân thủ đầy đủ phê duyệt pháp lý về tuyển sinh, thời lượng và điều kiện vận hành tại thời điểm triển khai.
- Đào tạo từ xa / Trực tuyến: Được công nhận nếu chương trình được cơ quan thẩm quyền về giáo dục tại quốc gia mà người học lưu trú/học tập cho phép thực hiện.
- Bằng Tiến sĩ
+ Đào tạo trực tiếp: Yêu cầu thời gian học tập và nghiên cứu trực tiếp tại cơ sở đào tạo tối thiểu 12 tháng trong toàn khóa học.
+ Theo hình thức công nhận công trình/kết quả nghiên cứu: Phải có người hướng dẫn khoa học, hoàn thành các yêu cầu học thuật, bảo vệ luận án trước hội đồng và đáp ứng chuẩn đầu ra tương đương chuẩn chương trình đào tạo tiến sĩ của Việt Nam.
3. Thẩm quyền và hình thức trả kết quả
- Thẩm quyền: Cục trưởng Cục Quản lý chất lượng (Bộ Giáo dục và Đào tạo) có thẩm quyền công nhận văn bằng giáo dục đại học và giáo dục nghề nghiệp. Giám đốc Sở GD&ĐT công nhận văn bằng giáo dục phổ thông.
- Giá trị Giấy công nhận: Giấy công nhận văn bằng được thể hiện dưới dạng văn bản giấy, văn bản điện tử hoặc văn bản số và có giá trị pháp lý như nhau. Kết quả sẽ được cập nhật trực tiếp vào Cơ sở dữ liệu quốc gia và hiển thị trên ứng dụng VNeID.
4. Quy trình, hồ sơ và thời gian giải quyết
- Đăng ký trực tuyến: Người đề nghị nộp hồ sơ, trích xuất dữ liệu xuất nhập cảnh (qua VNeID hoặc Cổng Dịch vụ công Quốc gia) và thanh toán lệ phí trực tuyến.
- Đơn giản hóa thủ tục dịch thuật: Trường hợp văn bằng, bảng điểm có bản điện tử/xác thực trực tiếp từ trường cấp bằng hoặc bằng ngôn ngữ tiếng Anh, người nộp chỉ cần nộp bản quét (scan) mà không cần chứng thực điện tử hoặc dịch sang tiếng Việt.
- Thời gian xử lý: Cơ quan thẩm quyền trả kết quả trong vòng 20 ngày làm việc kể từ khi nhận đủ hồ sơ hợp lệ. Trường hợp cần xác minh thêm thông tin từ trường đối tác nước ngoài, thời gian giải quyết tối đa là 30 ngày làm việc.
5. Quyền tự chủ của cơ sở Giáo dục Đại học
Một điểm mới đáng chú ý tại Điều 7 (Khoản 2) của Thông tư 65/2026/TT-BGDĐT là các cơ sở giáo dục đại học được giao quyền tự chủ đánh giá văn bằng nước ngoài để sử dụng trong hoạt động đào tạo nội bộ (như xét tuyển đầu vào cao học, nghiên cứu sinh, tuyển dụng giảng viên...) và tự chịu trách nhiệm về kết quả đánh giá. Trường hợp cần thiết hoặc phục vụ nhu cầu pháp lý ngoài nhà trường, người học có thể sử dụng dịch vụ công công nhận văn bằng của Bộ GD&ĐT.

Circular No. 65/2026/TT-BGDDT: Regulations on conditions, sequence, procedures, and authority for recognition of diplomas issued by foreign educational institutions for use in Vietnam
On August 11, 2026, the Ministry of Education and Training issued Circular No. 65/2026/TT-BGDDT regulating the conditions, sequence, procedures, and authority for recognizing qualifications and diplomas issued by foreign educational institutions for use in Vietnam. This Circular officially takes effect from September 26, 2026, replacing Circular No. 13/2021/TT-BGDDT and Circular No. 07/2024/TT-BGDDT.
1. Scope of regulation and applicable subjects
The conditions, sequence, procedures, and authority for recognizing foreign qualifications to be used in Vietnam, including:
- General education diplomas
- Vocational education diplomas/certificates
- Higher education diplomas (Bachelor’s, Master’s, Doctoral degrees, etc.).
Applies to all agencies, organizations, and individuals involved in the application, evaluation, and recognition of foreign qualifications for use within the territory of Vietnam.
2. Conditions for recognition of foreign qualifications
Diplomas issued by foreign educational institutions are considered for recognition upon fulfilling strict quality standards:
- Legality & accreditation: The degree-granting educational institution must be authorized by the competent educational authority of its home country to deliver training and issue diplomas; or the educational program/institution must be quality-accredited by an authorized accreditation organization in that country.
- Joint programs & off-campus branches: For joint training programs operating in Vietnam or branch campuses in a third country, educational activities must fully comply with legal approvals regarding admission, program duration, and operational conditions at the time of delivery.
- Distance / online learning: Recognized if the program is permitted by the competent educational authority of the country where the learner resides and studies.
- Doctoral degrees
+ On-campus / Full-time training: Requires a minimum direct study and research duration at the educational institution of at least 12 months throughout the entire course.
+ By recognition of existing research outcomes/scientific works: Must have an academic supervisor, fulfill all academic requirements, successfully defend the dissertation before an academic committee, and meet learning outcomes equivalent to the doctoral standards in Vietnam.
3. Authority and forms of recognition results
- Authority: The Director General of the Quality Assurance Agency (Ministry of Education and Training) holds the authority to recognize higher education and vocational education qualifications. The Directors of provincial Departments of Education and Training (DOET) are authorized to recognize general education diplomas.
- Legal validity of certificates: The Qualification Recognition Certificate is issued in paper, electronic, or digital formats, all carrying equal legal value. Results are directly updated to the National Database and displayed on the VNeID application.
4. Procedures, dossiers, and processing time
- Online application: Applicants submit dossiers, extract entry/exit data (via VNeID or the National Public Service Portal), and pay service fees online.
- Simplified translation requirements: In cases where diplomas and transcripts are provided in digital formats/directly verified by the issuing institution, or issued in English, applicants are only required to upload scanned copies without the need for digital notarization or Vietnamese translation.
- Processing time: Competent authorities return results within 20 working days from the receipt of a complete and valid dossier. Where verification from foreign institutions is required, the processing timeframe shall not exceed 30 working days.
5. Autonomy of Higher Education Institutions
A notable highlight under Article 7 (Clause 2) of Circular No. 65/2026/TT-BGDDT is that higher education institutions are granted autonomy to evaluate foreign qualifications for internal academic activities (e.g., admissions for post-graduate and PhD programs, faculty recruitment, etc.) and assume responsibility for their evaluation results. When necessary or for external legal requirements, learners may still utilize the public recognition service provided by the Ministry of Education and Training.
