Ngày 30 tháng 06 năm 2026, Bộ Giáo dục và Đào tạo đã chính thức ban hành Thông tư số 53/2026/TT-BGDĐT quy định chi tiết về Quy chế tuyển sinh và đào tạo sau đại học (trình độ thạc sĩ và tiến sĩ). Văn bản này mang tính bước ngoặt, thay thế hoàn toàn Thông tư số 23/2021/TT-BGDĐT và Thông tư số 18/2021/TT-BGDĐT trước đây.
I. Thông tin chung
Đối tượng áp dụng: Áp dụng cho các khóa thông báo tuyển sinh trình độ Thạc sĩ và Tiến sĩ từ ngày 01/01/2027.
Lưu ý đặc thù ngành Y - Dược: Quy chế này không áp dụng cho chương trình đào tạo chuyên sâu thuộc lĩnh vực sức khỏe cấp văn bằng bác sĩ nội trú, bác sĩ chuyên khoa (các chương trình này thực hiện theo quy định riêng của Bộ Y tế).
Điều khoản chuyển tiếp: Các khóa trúng tuyển trước ngày 01/01/2027 tiếp tục thực hiện theo quy chế cũ. Các chứng chỉ ngoại ngữ theo quy định cũ vẫn được sử dụng đến hết ngày 31/12/2027.
II. Quy định về khung thời gian đào tạo
Thời gian đào tạo được siết chặt và chuẩn hóa rõ ràng giữa hai bậc học (tính từ ngày có quyết định nhập học đến khi hoàn thành các yêu cầu tốt nghiệp):

III. Cơ chế liên thông và chuyển đổi tín chỉ linh hoạt
Quy chế mới mở ra cơ hội tối ưu hóa lộ trình học tập nhờ việc công nhận tín chỉ tích lũy trước:
Hạn mức chuyển đổi chung: Tổng khối lượng học tập được công nhận chuyển đổi không vượt quá 40% tổng khối lượng chương trình đào tạo (ngoại trừ các chương trình tích hợp liên thông đặc biệt).
Học trước tín chỉ đối với sinh viên Đại học: Sinh viên ngành Dược có học lực tích lũy đạt loại Khá trở lên có thể đăng ký học trước một số học phần thạc sĩ (không quá 40% khối lượng chương trình).
Học trước tín chỉ đối với học viên Thạc sĩ: Học viên thạc sĩ đã tích lũy đủ 40% khối lượng học tập và đạt loại Giỏi được phép đăng ký học trước một số học phần tiến sĩ (không quá 25% khối lượng chương trình).
IV. Quy định chi tiết theo bậc đào tạo
1. Đối với đào tạo Trình độ Thạc sĩ chuyên ngành Dược
Tuyển sinh: Dành cho người đã tốt nghiệp hoặc đủ điều kiện tốt nghiệp Đại học. Ứng viên phải đáp ứng chuẩn năng lực ngoại ngữ đầu vào đạt tối thiểu Bậc 3 theo Khung năng lực ngoại ngữ 6 bậc dùng cho Việt Nam (hoặc tương đương).
Ứng dụng Công nghệ thông tin: Đánh giá học phần có thể tổ chức trực tuyến nhưng không vượt quá 30% tổng khối lượng học tập (trừ các trường hợp bất khả kháng thiên tai, dịch bệnh).
Hội đồng Luận văn: Đề tài luận văn phải được hướng dẫn bởi giảng viên đạt tiêu chuẩn chuyên môn. Hội đồng đánh giá luận văn thạc sĩ phải có ít nhất 03 thành viên.
2. Đối với đào tạo Trình độ Tiến sĩ chuyên ngành Dược (Nghiên cứu sinh)
Tiêu chuẩn Người hướng dẫn: Phải có chức danh GS, PGS hoặc học vị Tiến sĩ ngành phù hợp. Đồng thời, phải có năng lực nghiên cứu mạnh thể hiện qua các công bố khoa học quốc tế (danh mục WoS hoặc Scopus) trong 05 năm gần nhất. Mỗi NCS có tối đa 02 người hướng dẫn.
Tiêu chuẩn Luận án & Công bố quốc tế: Luận án phải đảm bảo tính mới, tính học thuật và đặc biệt là liêm chính khoa học. Nghiên cứu sinh ngành Dược bắt buộc phải là tác giả chính của các công bố quốc tế thuộc danh mục WoS/Scopus hoặc chương sách tham khảo quốc tế uy tín mới đủ điều kiện bảo vệ.
Quy trình Phản biện Độc lập: Đây là bước bắt buộc trước khi ra Hội đồng cấp Trường. Luận án phải đạt tối thiểu 2/3 ý kiến đồng ý từ các nhà phản biện độc lập.
Hội đồng đánh giá: Gồm ít nhất 05 thành viên, trong đó bắt buộc phải có tối thiểu 40% thành viên ngoài cơ sở đào tạo để đảm bảo tính khách quan.
V. Quy định về liên kết đào tạo và quản trị số
Liên kết đào tạo trong nước: Cơ sở chủ trì phải thực hiện trực tiếp tối thiểu 50% tổng khối lượng học tập của chương trình.
Liên kết đào tạo với nước ngoài: Đối tác nước ngoài phải đạt kiểm định chất lượng tại nước sở tại; cử giảng viên nước ngoài trực tiếp giảng dạy tối thiểu 25% khối lượng chương trình; chuẩn đầu ra không được thấp hơn quy định của Việt Nam.
Số hóa quản lý: Các cơ sở đào tạo bắt buộc phải xây dựng mô hình quản trị dữ liệu học viên trên nền tảng số để phục vụ công tác hậu kiểm, công khai thông tin đề tài, người hướng dẫn và kết quả nghiên cứu trên cổng thông tin điện tử của trường.

Details of the regulation on postgraduate admission and training under Circular No. 53/2026/TT-BGDDT
On June 30, 2026, the Ministry of Education and Training officially issued Circular No. 53/2026/TT-BGDDT, providing detailed regulations on the Regulation on Postgraduate Admission and Training (Master's and Doctoral levels). This landmark document completely replaces the previous Circular No. 23/2021/TT-BGDĐT and Circular No. 18/2021/TT-BGDĐT.
I. General information
Target audience: Applicable to admission cohorts announced from January 1, 2027.
Specific note for the Medical and Pharmaceutical sector: This Regulation does not apply to specialized postgraduate medical training programs leading to degrees such as Resident Physician or Specialist Physician (these programs are governed by specific regulations of the Ministry of Health).
Transitional provisions: Cohorts admitted before January 1, 2027, will continue under the old regulations. Foreign language certificates obtained under the old regulations can still be used until December 31, 2027.
II. Regulations on training timeframes
The training duration is tightly managed and standardized between the two levels of study (calculated from the date of the admission decision to the completion of all graduation requirements):

III. Flexible Inter-level articulation and credit transfer mechanism
The new regulation opens up opportunities to optimize learning pathways through the recognition of prior accumulated credits:
General transfer cap: The total amount of recognized transferred learning volume must not exceed 40% of the total volume of the training program (except for special integrated/articulated programs).
Advanced credit accumulation for undergraduate students: Pharmacy students with a Cumulative Grade Point Average (CGPA) of Good or higher can register to take certain Master's courses in advance (not exceeding 40% of the program's volume).
Advanced credit accumulation for Master's students: Master's students who have accumulated 40% of the program's volume and achieved an Excellent grade can register to take certain Doctoral courses in advance (not exceeding 25% of the program's volume).
IV. Detailed regulations by training level
1. For Master's degree training in Pharmacy
Admission: Open to individuals who have graduated or are eligible to graduate with a Bachelor's degree. Applicants must meet the entry foreign language proficiency standard of at least Level 3 according to the 6-level Foreign Language Proficiency Framework for Vietnam (or equivalent).
Application of information technology: Course assessments may be conducted online but must not exceed 30% of the total learning volume (except for force majeure circumstances such as natural disasters or epidemics).
Thesis committee: The thesis topic must be supervised by a lecturer meeting professional standards. The Master's thesis defense committee must consist of at least 03 members.
2. For Doctoral degree training in Pharmacy (PhD Candidates)
Supervisor standards: Supervisors must hold the title of Professor (GS), Associate Professor (PGS), or a Doctorate degree in a relevant field. Additionally, they must demonstrate strong research capability through international scientific publications (WoS or Scopus indexed) within the last 05 years. Each PhD candidate can have a maximum of 02 supervisors.
Dissertation & international publication standards: The dissertation must ensure novelty, academic value, and especially academic integrity. Pharmacy PhD candidates must be the main author of international publications indexed in WoS/Scopus or highly reputable international reference book chapters to be eligible for defense.
Independent peer-review process: This is a mandatory step before defending before the Institutional Committee. The dissertation must receive approval from at least 2/3 of the independent reviewers.
Defense committee: Consists of at least 05 members, in which external members (outside the training institution) must account for at least 40% to ensure objectivity.
V. Regulations on joint training and digital governance
Domestic joint training: The host institution must directly deliver at least 50% of the total learning volume of the program.
International joint training: The foreign partner must be accredited in its home country, assign foreign lecturers to directly teach at least 25% of the program volume, and the output standards must not be lower than Vietnam's regulations.
Digitalized management: Higher education institutions are required to build digital student data management models to facilitate post-audits, and publicly disclose information regarding topics, supervisors, and research results on the university's official portal.
