Khoa Dược trân trọng thông báo đến toàn thể cán bộ, giảng viên và sinh viên về Quyết định số 2650/QĐ-BGDĐT ban hành ngày 08/09/2026 của Bộ Giáo dục và Đào tạo về việc phê duyệt "Khung nội dung kiến thức, kỹ năng về khởi nghiệp kinh doanh dành cho học sinh, sinh viên". Đây là văn bản định hướng chiến lược nhằm hỗ trợ các cơ sở giáo dục vận dụng linh hoạt vào chương trình đào tạo, thúc đẩy tinh thần đổi mới sáng tạo và hội nhập quốc tế; trong đó, các trọng tâm áp dụng đối với bậc Giáo dục Đại học bao gồm:
1. Quan điểm và Nguyên tắc xây dựng Khung
- Tiếp cận mở và linh hoạt: Khung không thay thế chương trình đào tạo hay chuẩn đầu ra hiện hành, cũng không quy định thêm số tín chỉ bắt buộc. Thay vào đó, Khung cung cấp nền tảng để cơ sở giáo dục chủ động tích hợp kiến thức khởi nghiệp thông qua các hoạt động trải nghiệm, thực hành, thực tập, hoặc dự án đổi mới sáng tạo.
- Trọng tâm giáo dục: Khởi nghiệp kinh doanh trong Khung này được hiểu là quá trình nhận diện cơ hội, tạo giá trị, huy động nguồn lực và hành động có trách nhiệm. Khung không bắt buộc sinh viên phải thành lập doanh nghiệp hay thương mại hóa sản phẩm.
- Lấy người học làm trung tâm: Chú trọng phát triển tư duy thiết kế, tư duy phản biện, kỹ năng giải quyết vấn đề thực tiễn, tính hợp tác và đề cao đạo đức kinh doanh, trách nhiệm xã hội.
2. Bảy trục năng lực chung cốt lõi
Khung xác định 07 trục năng lực chung cần được bồi dưỡng cho sinh viên, bao gồm:
1. Nhận diện cơ hội và bối cảnh.
2. Sáng tạo và ý tưởng tạo giá trị.
3. Lập kế hoạch khởi nghiệp.
4. Thử nghiệm và thích ứng.
5. Huy động và tối ưu nguồn lực.
6. Hợp tác, giao tiếp và quản trị.
7. Đạo đức và trách nhiệm xã hội.
Các năng lực này sẽ được phát triển kết hợp với năng lực số, tư duy sử dụng trí tuệ nhân tạo (AI) một cách minh bạch và có trách nhiệm.
3. Định hướng chuẩn đầu ra tại bậc Giáo dục Đại học
Chương trình giáo dục khởi nghiệp tại bậc đại học được thiết kế theo 2 cấp độ:
- Cấp độ nền tảng (Dành cho số đông sinh viên): Tập trung vào việc nhận diện vấn đề, nghiên cứu người dùng, thiết kế đề xuất giá trị, xây dựng sản phẩm khả dụng tối thiểu (MVP) và thực hiện các thử nghiệm nhỏ. Mục tiêu là học thông qua hoạt động khởi nghiệp.
- Cấp độ chuyên sâu, tự chọn (Dành cho sinh viên có định hướng khởi nghiệp rõ ràng): Hướng tới việc kiểm chứng thị trường, xây dựng mô hình kinh doanh, phương án tài chính, quản trị rủi ro và giải quyết các vấn đề pháp lý, sở hữu trí tuệ. Mục tiêu là học để khởi nghiệp.
4. Khuyến nghị triển khai tại Khoa
Khung khuyến khích các ngành thuộc lĩnh vực ứng dụng và y dược ưu tiên các nội dung về xác định vấn đề, thiết kế giải pháp, phát triển sản phẩm khả dụng tối thiểu, thử nghiệm và cải tiến. Qua đó, sinh viên Khoa Dược có thể tiếp cận việc nhận diện cơ hội tạo giá trị từ chính chuỗi giá trị ngành Dược, thay vì chỉ tập trung vào việc lập doanh nghiệp.
Bên cạnh đó, các hoạt động tiền ươm tạo, ươm tạo dự án sinh viên cũng được khuyến khích triển khai với sự đồng hành của giảng viên, cố vấn chuyên môn (mentor) và các chuyên gia từ doanh nghiệp, bảo đảm nguyên tắc tự nguyện, an toàn và minh bạch.

Decision No. 2650/QĐ-BGDĐT: Approving the framework of knowledge and skills on business entrepreneurship for students
The Faculty of Pharmacy respectfully announces to all staff, faculty members, and students Decision No. 2650/QĐ-BGDĐT issued on September 8, 2026, by the Ministry of Education and Training approving the " “Framework of knowledge and skills on business entrepreneurship for students"”. This strategic guiding document supports educational institutions in flexibly applying the guidelines into current training programs, promoting innovation, and enhancing international integration. Key focus areas applicable to higher education include:
1. Perspectives and principles of framework development
- Open and flexible approach: The Framework does not replace current training programs or learning outcomes, nor does it prescribe additional mandatory credits. Instead, it provides a foundation for educational institutions to proactively integrate entrepreneurial knowledge through experiential activities, practical training, internships, or innovation projects.
- Educational focus: Entrepreneurship in this Framework is understood as the process of identifying opportunities, creating value, mobilizing resources, and acting responsibly. The Framework does not mandate students to establish businesses or commercialize products.
- Learner-centered: The Framework focuses on developing design thinking, critical thinking, practical problem-solving skills, and collaboration, while promoting business ethics and social responsibility.
2. Seven core general competency axes
The Framework identifies 07 general competency axes to be fostered in students, including:
1. Identifying opportunities and contexts.
2. Creativity and value-creation ideas.
3. Entrepreneurship planning.
4. Testing and adaptation.
5. Mobilizing and optimizing resources.
6. Cooperation, communication, and governance.
7. Ethics and social responsibility.
These competencies will be developed in conjunction with digital capabilities and the mindset of using artificial intelligence (AI) transparently and responsibly.
3. Orientation of learning outcomes in higher education
The entrepreneurship education program in higher education is designed across two levels:
- Foundation level (For the majority of students): Focuses on identifying problems, researching users, designing value propositions, building minimum viable products (MVP), and conducting small tests. The primary goal is to learn through entrepreneurial activities.
- In-depth, elective level (For students with clear entrepreneurial orientations): Aims at market validation, building business models, developing financial plans, managing risks, and addressing legal and intellectual property issues. The goal is to learn for entrepreneurship.
4. Implementation Recommendations for the Faculty
The Framework encourages applied and medical-pharmaceutical fields to prioritize content on identifying problems, designing solutions, developing minimum viable products, testing, and making continuous improvements. Through this, Pharmacy students can approach identifying value-creation opportunities from within the pharmaceutical industry value chain itself, rather than solely focusing on establishing new enterprises.
Furthermore, pre-incubation and incubation activities for student projects are encouraged to be implemented with the accompaniment of lecturers, professional mentors, and industry experts, ensuring the principles of voluntariness, safety, and transparency.
