Sáng ngày 15/02/2026, Bộ Giáo dục và Đào tạo đã chính thức ban hành Thông tư số 06/2026/TT-BGDĐT, quy định về Quy chế tuyển sinh đại học và cao đẳng ngành Giáo dục Mầm non. Văn bản này được xây dựng trên cơ sở tiếp thu ý kiến từ các chuyên gia, sở ngành và các cơ sở giáo dục nhằm kiểm soát chặt chẽ chất lượng đầu vào theo Luật Giáo dục đại học 125/2025/QH15.
Cấu trúc thông tư 06/2026/TT-BGDĐT
Thông tư gồm 03 chương và 22 điều, tập trung vào các nội dung cốt lõi:
+ Chương I: Các nguyên tắc, phương thức và nguồn tuyển sinh để nâng cao chất lượng đầu vào.
+ Chương II: Quy trình kỹ thuật đăng ký và xét tuyển trên Hệ thống chung của Bộ GD&ĐT.
+ Chương III: Trách nhiệm của thí sinh và các trường trong hoạt động xét tuyển.
5 Điểm mới nổi bật thí sinh cần lưu ý
Dưới đây là những điều chỉnh trọng tâm có tác động trực tiếp đến lộ trình xét tuyển của thí sinh năm 2026:
1. Ngưỡng đảm bảo chất lượng đầu vào (Điểm sàn)
Thí sinh phải có tổng điểm 03 môn thi tốt nghiệp THPT theo tổ hợp (hoặc Toán, Văn và 01 môn khác) đạt tối thiểu 15/30 điểm. (Lưu ý: Không áp dụng cho thí sinh đặc cách hoặc miễn thi).
2. Giới hạn số lượng nguyện vọng
- Thí sinh được đăng ký tối đa 15 nguyện vọng, sắp xếp theo thứ tự ưu tiên (Nguyện vọng 1 là cao nhất).
- Riêng khối ngành sư phạm: Chỉ xét tuyển các nguyện vọng xếp từ thứ tự 01 đến 05.
3. Siết chặt phương thức xét học bạ
- Sử dụng điểm trung bình chung 06 học kỳ (lớp 10, 11, 12) của tối thiểu 03 môn.
- Điều kiện bắt buộc: Tổ hợp phải có môn Toán hoặc Ngữ văn với trọng số đóng góp ít nhất 1/3 tổng điểm xét tuyển.
4. Quy định mới về điểm cộng (Tối đa 3 điểm)
Tổng điểm cộng (thưởng, khuyến khích) không vượt quá 10% thang điểm xét tuyển (3/30 điểm), cụ thể:
- Điểm thưởng (Tuyển thẳng nhưng không dùng quyền tuyển thẳng): 0 - 3 điểm.
- Điểm xét thưởng (Thành tích/năng khiếu đặc biệt): 0 - 1,5 điểm.
- Điểm khuyến khích (Chứng chỉ ngoại ngữ/quốc tế): 0 - 1,5 điểm. (Chứng chỉ ngoại ngữ chỉ được chọn 1 trong 2: Quy đổi điểm môn ngoại ngữ HOẶC tính điểm khuyến khích).
5. Mở rộng đối tượng xét tuyển
Bổ sung đối tượng là người tốt nghiệp Trung học nghề và người nước ngoài có nhu cầu theo học các chương trình đại học tại Việt Nam.
Lời khuyên cho thí sinh: Với việc giới hạn nguyện vọng và siết chặt trọng số môn Toán/Văn trong xét học bạ, thí sinh cần cân nhắc kỹ thứ tự ưu tiên và tập trung vào các môn học cốt lõi ngay từ bây giờ.

Circular No. 06/2026/TT-BGDĐT Official Release: 2026 University Admission Regulations
On the morning of February 15, 2026, the Ministry of Education and Training (MoET) officially issued Circular No. 06/2026/TT-BGDĐT, introducing the new Regulations for University Admissions and Early Childhood Education at the college level. These regulations were finalized after extensive consultation with experts, educational institutions, students, and parents to ensure higher quality standards under the Law on Higher Education 125/2025/QH15.
Structure of Circular No. 06/2026/TT-BGDĐT
The Circular consists of 3 chapters and 22 articles, focusing on:
+ Chapter I: General provisions, principles, and admission methods to strictly control the quality of incoming students.
+ Chapter II: Technical solutions for the registration and admission process via the MoET’s national system.
+ Chapter III: Responsibilities of stakeholders, emphasizing the roles of candidates and universities in the examination and selection process.
5 Key Updates in the 2026 Admission Regulations
The following adjustments are critical for candidates to note as they plan their roadmap to higher education:
1. Minimum Quality Assurance Threshold (Floor Marks)
Candidates must achieve a total score of at least 15/30 in the three High School Graduation Exam subjects corresponding to their chosen admission block (or the combination of Math, Literature, and one additional subject). (Note: This does not apply to candidates with special exemptions or exam waivers).
2. Maximum Number of Applications
- Candidates can register a maximum of 15 aspirations (choices), ranked in order of priority (Priority 1 being the highest).
- For Teacher Training programs: Only the first five priorities (1 to 5) will be considered for admission.
3. Stricter Academic Transcript (Report Card) Assessment
- Admission will be based on the overall GPA of 6 semesters (Grades 10, 11, and 12) for at least 3 subjects.
- Mandatory requirement: The subject combination must include either Mathematics or Literature, which must account for at least 1/3 of the total weight of the admission score.
4. Updated Bonus Point Policy (Max 3 Points)
The total additional points (bonus, merit, and incentive points) are capped at 10% of the total scale (3/30 points), categorized as follows:
- Bonus Points (Direct admission candidates who choose regular admission): 0 - 3 points.
- Merit Points (Candidates with special talents or achievements): 0 - 1.5 points.
- Incentive Points (International or Foreign Language certificates): 0 - 1.5 points. (Note: Foreign language certificates can either be used for score conversion for the language subject OR as incentive points, but not both).
5. Expanded Admission Eligibility
The regulations now officially include graduates from Vocational High Schools and foreign nationals applying for undergraduate programs in Vietnam.
Advice for Candidates: Due to the limitation on the number of aspirations and the increased weight of Mathematics and Literature in transcript-based admissions, candidates are advised to focus on core subjects and carefully rank their priorities to maximize their chances of success.
