STRENGTHENING DIGITAL LITERACY AND ONLINE SAFETY FOR YOUNG PEOPLE: INTRODUCING THE UNFPA AND HO CHI MINH COMMUNIST YOUTH UNION REFERENCE TOOLKIT
Background and Rationale
As digital transformation continues to accelerate, cyberspace has become an indispensable environment for learning, communication, and entertainment among young people. However, alongside its significant benefits, the digital environment also exposes young people to various risks, including personal data breaches, online scams, cyberbullying, and technology-facilitated gender-based violence (TF-GBV). This situation highlights the urgent need to equip adolescents and young people with standardized digital knowledge and skills.
In response to these challenges, the United Nations Population Fund (UNFPA), in collaboration with the Ho Chi Minh Communist Youth Union Central Committee and the VNM10P07 Project Management Unit, has developed the publication Digital Literacy Awareness Toolkit for Young People.
Strategic Objectives and Target Audience
The toolkit has been developed as a comprehensive resource to raise awareness among young people aged 16–30 in educational institutions and communities about digital safety, security, privacy, and responsible participation in the digital environment.
In addition to its primary beneficiaries, the toolkit serves as a valuable reference for Youth Union, Youth Federation, and Young Pioneer Organization officials, trainers, teachers, and parents in their efforts to support and protect children, adolescents, and young people.
Core Content and Structure
The toolkit was developed with support from a team of experienced specialists in psychology, information technology, and law selected by UNFPA. It comprises four core chapters and a reference appendix.
Chapter I – Digital Awareness and Online Safety Skills for Young People
This chapter introduces the fundamental characteristics of cyberspace, outlining the opportunities and risks associated with the Internet and artificial intelligence (AI). It provides practical guidance on online time management using the Pomodoro Technique, respectful digital communication through the THINK filter, personal data protection, reducing one’s digital footprint, and identifying and preventing online scams.
Chapter II – Preventing Cyberbullying and Technology-Facilitated Gender-Based Violence (TF-GBV)
This chapter examines the concepts, characteristics, and various forms of harmful online behavior, including public humiliation, online shaming, sexual extortion (sextortion), digital surveillance and control, and deepfake technology. It also presents principles for responsible online conduct, protective measures, and the 5D bystander intervention model: Direct, Distract, Delegate, Document, and Delay.
Chapter III – Mental Health and Well-Being Among Young People in the Digital Age
This chapter explores the psychological impacts of online safety threats, including anxiety and depression. It introduces the STOP technique for emotional regulation, psychological first aid (PFA) through the AGLEE framework, and digital detox practices to help young people maintain a healthy balance between their online and offline lives.
Chapter IV – Understanding Legal Regulations and Reporting Violations in Cyberspace
This chapter examines relevant legal frameworks, including the Law on Cybersecurity, and provides guidance on reporting online violations. It also introduces key channels for reporting incidents and seeking assistance, including the National Child Protection Hotline (111), the 156/5656 reporting numbers, and the VNeID application.
Educational Approach and Practical Applications
The toolkit adopts an active learning approach, combining scientific yet accessible language with visual diagrams, hypothetical scenarios, self-reflection questions, and group exercises.
Youth Union organizations and educational institutions can flexibly adapt individual sections of the toolkit to develop training materials and thematic activities that address local needs and practical circumstances.
Conclusion
The Digital Literacy Awareness Toolkit for Young People is a standardized resource with significant practical value. It contributes to fostering digital resilience, promoting responsible online behavior, and strengthening young people’s awareness of their rights and responsibilities as digital citizens in today’s rapidly evolving digital era.
