Nhằm tiếp tục nâng cao chất lượng công tác thi đua, khen thưởng, tạo động lực phấn đấu trong dạy học, nghiên cứu khoa học và quản lý, Khoa Dược xin thông báo và quán triệt đến toàn thể cán bộ, giảng viên, nhân viên và người lao động nội dung quan trọng của Nghị định số 368/2026/NĐ-CP ngày 25/09/2026 của Chính phủ và Thông tư số 25/2026/TT-BNV của Bộ Nội vụ:
1. Nghị định 368/2026/NĐ-CP: Chuẩn hóa nguyên tắc và tiêu chuẩn khen thưởng
Nghị định số 368/2026/NĐ-CP quy định chi tiết một số điều và biện pháp tổ chức thi hành Luật Thi đua, khen thưởng, tập trung vào các nguyên tắc cốt lõi:
Đánh giá thực chất và không tích lũy hình thức: Việc khen thưởng căn cứ trực tiếp vào điều kiện, tiêu chuẩn và thành tích thực tế. Không nhất thiết phải đạt hình thức khen thưởng mức thấp mới được xét mức cao hơn. Đồng thời, thành tích khen thưởng công trạng chỉ làm căn cứ xét thưởng cho lần tiếp theo.
Bảo đảm tính kỷ luật và chính trực: Tạm dừng việc xem xét khen thưởng đối với tập thể, cá nhân trong thời gian bị xem xét kỷ luật, kiểm tra, thanh tra khi có dấu hiệu vi phạm hoặc đang được xác minh đơn thư khiếu nại, tố cáo, tiêu cực.
Chính sách ưu tiên và bình đẳng giới:
- Thời gian nghỉ thai sản của cá nhân theo quy định được tính là thời gian công tác để xét tặng danh hiệu thi đua và hình thức khen thưởng.
- Ưu tiên xét khen thưởng đối với cá nhân nữ hoặc tập thể có tỷ lệ nữ từ 70% trở lên khi các điều kiện, tiêu chuẩn ngang nhau.
- Cá nhân là nữ lãnh đạo, quản lý được giảm 1/3 thời gian giữ chức vụ khi xét khen thưởng quá trình cống hiến.
2. Thông tư 25/2026/TT-BNV: Đổi mới phương thức tổ chức, tiêu chuẩn danh hiệu và quy trình thi đua
Thông tư số 25/2026/TT-BNV quy định cụ thể các biện pháp triển khai phong trào thi đua, quy định xét duyệt danh hiệu và thủ tục khen thưởng:
Phương thức tổ chức phong trào thi đua:
- Thi đua thường xuyên: Xây dựng chỉ tiêu, ký kết giao ước thi đua ngay từ đầu năm công tác; tổng kết, bình xét danh hiệu vào cuối năm.
- Thi đua theo chuyên đề: Giải quyết các nhiệm vụ trọng tâm, đột xuất hoặc đợt nghiên cứu trọng điểm.
- Phong trào thi đua phải có chủ đề rõ ràng, tên gọi dễ nhớ, gắn liền với việc đổi mới nâng cao chất lượng đào tạo, đẩy mạnh nghiên cứu phát triển dược phẩm và đạt chuẩn chất lượng giáo dục.
Tiêu chuẩn bình xét danh hiệu "Lao động tiên tiến":
- Trường hợp điều trị, điều dưỡng: Cá nhân bị thương tích khi cứu người, cứu tài sản hoặc thực hiện nhiệm vụ chung (có xác nhận y tế) được tính thời gian điều trị để bình xét.
- Đào tạo, bồi dưỡng ngắn hạn (dưới 01 năm): Chấp hành tốt quy định của cơ sở đào tạo thì thời gian học được tính vào thời gian công tác để xét bình bầu.
- Đào tạo, bồi dưỡng dài hạn (từ 01 năm trở lên): Được tính để xét danh hiệu nếu hoàn thành nhiệm vụ và đạt kết quả học tập từ loại Khá trở lên (hoặc nhận giấy chứng nhận hoàn thành chương trình).
- Cán bộ chuyển công tác/điều động: Đơn vị mới thực hiện đánh giá. Nếu có thời gian công tác ở đơn vị cũ từ 06 tháng trở lên, bắt buộc phải lấy ý kiến nhận xét của đơn vị cũ.
- Nhân sự mới: Không xét tặng danh hiệu đối với cá nhân có thời gian làm việc dưới 06 tháng.
Đánh giá Sáng kiến & Đề tài KH&CN: Việc công nhận hiệu quả áp dụng, khả năng nhân rộng của sáng kiến và phạm vi ảnh hưởng của đề tài nghiên cứu KH&CN, đổi mới sáng tạo bắt buộc phải thông qua Hội đồng đánh giá có thẩm quyền. Đây là căn cứ quan trọng làm hồ sơ xét các danh hiệu thi đua và khen thưởng cấp Nhà nước.
Khen thưởng theo đợt tổng kết phong trào:
- Phong trào thi đua từ 03 năm trở lên: Lựa chọn tập thể, cá nhân tiêu biểu xuất sắc để đề nghị tặng Bằng khen của Thủ tướng Chính phủ.
- Phong trào thi đua từ 05 năm trở lên: Lựa chọn tập thể, cá nhân xuất sắc tiêu biểu trình Chủ tịch nước tặng thưởng Huân chương Lao động hạng Ba.
Chuẩn hóa nghi thức và quản lý hiện vật: Quy định trang trọng về nghi thức trao tặng; hướng dẫn thủ tục cấp đổi, cấp lại đối với hiện vật khen thưởng bị hỏng, mất hoặc thay đổi thông tin sau khi sắp xếp bộ máy.
3. Kế hoạch hành động của Khoa Dược
Đứng trước các yêu cầu mới, Ban Lãnh đạo Khoa Dược đề nghị toàn thể bộ môn, phòng thí nghiệm và đơn vị trực thuộc thực hiện tốt các nội dung sau:
- Thấu suốt quy định: Tổ chức phổ biến đầy đủ nội dung Nghị định 368/2026/NĐ-CP và Thông tư 25/2026/TT-BNV đến từng cán bộ, giảng viên, nhân viên và sinh viên.
- Rà soát danh mục thi đua: Căn cứ các tiêu chuẩn mới để lập hồ sơ xét duyệt khen thưởng năm học đúng thời hạn, đảm bảo công khai, đúng đối tượng và đúng quy trình.
- Phát huy tinh thần đổi mới: Mỗi cán bộ, giảng viên tích cực hưởng ứng các phong trào thi đua chuyên môn, chủ động đăng ký các đề tài nghiên cứu, sáng kiến cải tiến nghiệp vụ, góp phần xây dựng Khoa Dược ngày càng phát triển vững mạnh.

Implementation of Decree No. 368/2026/ND-CP and Circular No. 25/2026/TT-BNV in emulation and reward work at the Faculty of Pharmacy
To further enhance the quality of emulation and reward work and foster motivation in teaching, scientific research, and academic administration, the Faculty of Pharmacy hereby announces and disseminates to all faculty members, staff, and employees the key provisions of Decree No. 368/2026/ND-CP dated September 25, 2026, issued by the Government, and Circular No. 25/2026/TT-BNV, issued by the Ministry of Home Affairs:
1. Decree No. 368/2026/ND-CP: Standardizing principles and commendation criteria
Decree No. 368/2026/ND-CP provides detailed regulations on a number of articles and measures for implementing the Law on Emulation and Commendation, focusing on core principles:
Substantive Evaluation and Non-Accumulation of Forms: Commendation shall be based directly on actual conditions, criteria, and real achievements. It is not mandatory to achieve a lower form of commendation prior to being considered for a higher level. Furthermore, achievements recognized for merit commendation shall only serve as the basis for the subsequent reward evaluation.
Ensuring Discipline and Integrity: Commendation evaluations shall be temporarily suspended for collectives or individuals undergoing disciplinary review, inspection, or investigation regarding signs of violations, or during the verification of complaints, denunciations, or negative allegations.
- Priority policies and gender equality:
+ Statutory maternity leave duration shall be counted as active service time for the evaluation of emulation titles and forms of commendation.
+ Priority shall be given to female individuals or collectives with a female representation of 70% or higher when all conditions and standards are equal.
+ Female personnel holding managerial or leadership positions shall be entitled to a 1/3 reduction in required holding-period duration when evaluated for lifetime devotion commendation.
2. Circular No. 25/2026/TT-BNV: Innovating methods, title standards, and emulation procedures
Circular No. 25/2026/TT-BNV outlines specific measures for launching emulation movements, title appraisal criteria, and reward procedures:
Methods of Organizing Emulation Movements:
- Regular emulation: Formulating targets and signing emulation agreements at the beginning of the working year; summarizing and evaluating titles at year-end.
- Thematic emulation: Addressing key, urgent tasks or focal research phases.
- Emulation movements must feature clear themes, accessible titles, and close alignment with innovating educational quality, promoting pharmaceutical R&D, and meeting educational accreditation standards.
Standards for Evaluating the 'Advanced Worker' Title:
- Medical treatment and nursing cases: Individuals injured while performing courageous acts to save lives/property or serving public duties (certified by a medical facility) shall have their treatment period included in the evaluation time.
- Short-term training/professional development (under 01 year): Individuals complying with training facility regulations shall have their study period counted toward active service time for evaluation.
- Long-term training/professional development (01 year or more): Study periods shall be included for title evaluation if the individual completes the program with a academic standing of 'Good' (Khá) or higher (or receives an official completion certificate).
- Transferred/reassigned personnel: The new unit shall conduct the performance review. If the individual has served at the former unit for 06 months or more, written comments from the former unit are mandatory.
- New recruits: The title shall not be awarded to individuals with an employment duration of less than 06 months.
Evaluation of initiatives and science & technology projects: Official recognition of the application efficiency, replicability of initiatives, and scope of influence of S&T research projects or innovative solutions must be processed through a competent Evaluation Council. This constitutes a mandatory prerequisite for state-level commendation files and high-level titles.
Commendation upon movement review sessions:
- Emulation movements lasting 03 years or more: Outstanding collectives and individuals shall be selected for recommendation for the Prime Minister's Certificate of Merit.
- Emulation movements lasting 05 years or more: Outstanding collectives and individuals shall be selected for recommendation to the President for the Third-Class Labor Order.
- Standardizing Ceremonies and Conferment Item Management: Dignified regulations on presentation ceremonies; step-by-step guidance on reissuing or replacing damaged, lost, or updated commendation items following organizational restructuring.
3. Action plan of the Faculty of Pharmacy
In response to these updated regulatory requirements, the Board of Deans requests all academic departments, research laboratories, and affiliated units to execute the following:
- Comprehensive understanding: Thoroughly disseminate the provisions of Decree 368/2026/ND-CP and Circular 25/2026/TT-BNV to all faculty members, staff, researchers, and students.
- Emulation portfolio review: Apply the new standards to compile academic year reward dossiers on schedule, ensuring transparency, correct eligibility, and compliance with procedural rules.
- Fostering innovation: Every faculty member and staff member is encouraged to actively participate in professional emulation movements, register research topics and operational improvement initiatives, contributing to the sustainable development of the Faculty of Pharmacy.
