Ngày 30/09/2026, Bộ Giáo dục và Đào tạo đã chính thức ban hành Thông tư số 83/2026/TT-BGDĐT quy định Chuẩn cơ sở giáo dục đại học. Văn bản này thay thế Thông tư số 01/2024/TT-BGDĐT, thiết lập khung đối sánh, công khai điều kiện bảo đảm chất lượng và làm căn cứ quản lý nhà nước, tự đánh giá, tự chịu trách nhiệm giải trình của toàn bộ hệ thống giáo dục đại học Việt Nam.
Kỳ đánh giá đầu tiên theo Thông tư này sẽ áp dụng chính thức đối với năm dữ liệu 2026.
I. Mục đích và nguyên tắc áp dụng
Mục đích:
- Làm căn cứ phục vụ công tác quản lý nhà nước.
- Tăng cường tính công khai, minh bạch các điều kiện bảo đảm chất lượng.
- Giúp cơ sở đào tạo tự đánh giá, giám sát, chịu trách nhiệm giải trình trước xã hội và cơ quan quản lý.
Nguyên tắc quản lý dữ liệu:
- Chuẩn cơ sở giáo dục đại học là tập hợp các yêu cầu tối thiểu về điều kiện bảo đảm chất lượng và chỉ số hoạt động, được rà soát định kỳ 05 năm/lần.
- Mọi dữ liệu phục vụ đánh giá phải bảo đảm tính hệ thống, chính xác, khách quan và kết nối, chia sẻ liên thông trực tiếp qua Hệ thống cơ sở dữ liệu chuyên ngành về giáo dục đại học (HEMIS).
II. Nội dung 6 tiêu chuẩn làm rời và các chỉ số đánh giá cốt lõi
Thông tư 83/2026/TT-BGDĐT quy định 6 tiêu chuẩn với các tiêu chí và chỉ số định lượng cụ thể:
1. Tiêu chuẩn 1: Tổ chức và Quản trị
- Ban hành văn bản: 100% hệ thống quy chế, quy định nội bộ được ban hành đầy đủ, đúng thẩm quyền và còn hiệu lực.
- Chiến lược phát triển: Có ít nhất 50% chỉ số hoạt động chính (KPIs) cụ thể hóa sứ mạng, chiến lược đạt hoặc vượt mục tiêu kế hoạch hằng năm.
- Dữ liệu số: 100% trường dữ liệu bắt buộc được cập nhật đầy đủ, chính xác, hợp lệ và đúng thời hạn trên HEMIS.
2. Tiêu chuẩn 2: Giảng viên
- Tải giảng dạy: Tỷ lệ người học quy đổi trên giảng viên quy đổi luôn duy trì .
- Đội ngũ cơ hữu: Tỷ lệ giảng viên cơ hữu trong độ tuổi lao động đạt tối thiểu 70%.
- Trình độ Tiến sĩ:
+ Cơ sở không đào tạo tiến sĩ: Đạt tối thiểu 20% (từ năm 2030 đạt tối thiểu 30%).
+ Cơ sở có đào tạo tiến sĩ: Đạt tối thiểu 40% (từ năm 2030 đạt tối thiểu 50%).
+ Trường đào tạo ngành đặc thù: Áp dụng ngưỡng riêng từ 5% đến 15% tùy cấp độ đào tạo và lộ trình.
3. Tiêu chuẩn 3: Cơ sở vật chất, Học liệu và Hạ tầng số
- Diện tích đất: Từ năm 2030, diện tích đất (có hệ số theo vị trí) bình quân trên một người học chính quy quy đổi đạt từ trở lên.
- Diện tích sàn xây dựng: Đạt tối thiểu phục vụ trực tiếp đào tạo/người học chính quy quy đổi.
- Chỗ làm việc: Tối thiểu 70% giảng viên cơ hữu được bố trí chỗ làm việc riêng biệt (diện tích /người).
- Học liệu & Thư viện: Bình quân số lượt sử dụng học liệu hợp lệ của giảng viên và người học đạt tối thiểu 10 lượt/người/năm.
- Hệ thống LMS: Hệ thống quản lý học tập trực tuyến đáp ứng 100% các chức năng/yêu cầu kỹ thuật tối thiểu.
4. Tiêu chuẩn 4: Tài chính
- Biên độ hoạt động: Chênh lệch thu chi trên tổng thu trung bình 03 năm gần nhất không âm (≥0).
- Tăng trưởng bền vững: Chỉ số tăng trưởng bền vững (kết hợp tốc độ tăng tổng thu và tốc độ tăng phần thu ngoài học phí, ngoài ngân sách nhà nước/nhà đầu tư) 3 năm gần nhất không âm (≥0)
5. Tiêu chuẩn 5: Tuyển sinh và Đào tạo
- Tuyển sinh: Tỷ lệ nhập học trung bình 03 năm gần nhất đạt ≥50%; quy mô đào tạo không sụt giảm quá 30% so với 3 năm trước.
- Tỷ lệ thôi học: Thôi học chung toàn trường ≤10%/năm; riêng sinh viên năm thứ nhất ≤15%.
- Tỷ lệ tốt nghiệp: Tỷ lệ tốt nghiệp trong thời gian ≤1,5 lần lần thời gian chuẩn đạt ; tốt nghiệp đúng hạn đạt ≥ 40%.
- Mức độ hài lòng:
+ Tối thiểu 70% người học hài lòng về giảng viên (tỷ lệ phản hồi hợp lệ ≥60).
+ Tối thiểu 70% người tốt nghiệp hài lòng tổng thể về chương trình và trải nghiệm đào tạo (tỷ lệ phản hồi hợp lệ ≥70).
- Việc làm sau tốt nghiệp: Tỷ lệ người tốt nghiệp đại học có việc làm phù hợp, tự tạo việc làm, học tiếp trình độ cao hơn hoặc thực hành hành nghề trong 12 tháng đạt ≥70%.
6. Tiêu chuẩn 6: Khoa học, Công nghệ và Đổi mới sáng tạo
- Nguồn thu KHCN: Đối với trường có đào tạo tiến sĩ, tỷ trọng thu từ hoạt động KH&CN và đổi mới sáng tạo/tổng thu trung bình 3 năm đạt (có tính trọng số theo lĩnh vực).
- Sản phẩm KHCN/giảng viên:
+ Cơ sở có đào tạo tiến sĩ (không phải ngành đặc thù) đạt tối thiểu 0,6 sản phẩm quy đổi/giảng viên/năm.
+ Số công bố trên danh mục Web of Science (WoS) hoặc Scopus (có tính trọng số theo lĩnh vực) đạt từ 0,3 bài quy đổi/giảng viên/năm (Các trường thuộc Bộ Quốc phòng, Bộ Công an áp dụng Danh mục tạp chí uy tín nhất Việt Nam/Tạp chí tính điểm 1,0 để thay thế).
III. Quy trình đánh giá và tiến độ thực hiện hằng năm
Các cơ sở giáo dục đại học thực hiện tự đánh giá hằng năm trên hệ thống HEMIS với mốc tiến độ cụ thể:
- Ngày 31/12 hằng năm: Chốt số liệu tự đánh giá (ngoại trừ số liệu tài chính).
- Trước ngày 31/03 năm sau: Hoàn thiện và cập nhật đầy đủ số liệu tài chính của năm báo cáo.
- Trước ngày 30/04 năm sau: Hoàn thành Báo cáo kết quả tự đánh giá.
- Trước ngày 31/05 hằng năm: Cơ sở đào tạo công bố công khai kết quả tự đánh giá và chịu trách nhiệm giải trình.
- Trước ngày 30/06 hằng năm: Bộ Giáo dục và Đào tạo rà soát, đối sánh trên HEMIS và chính thức thông báo/công bố kết quả đánh giá Chuẩn cơ sở giáo dục đại học.
IV. Điều kiện công nhận đạt chuẩn
Cơ sở đào tạo được công nhận Đáp ứng Chuẩn cơ sở giáo dục đại học khi tất cả các tiêu chuẩn, tiêu chí và chỉ số thuộc phạm vi áp dụng đều đạt.
Xử lý vi phạm: Trường hợp cơ sở đào tạo kê khai không trung thực hoặc giả mạo dữ liệu sẽ bị kết luận không đáp ứng Chuẩn và bị xử lý nghiêm theo quy định của pháp luật.

Ministry of Education and Training issues Circular No. 83/2026/TT-BGDĐT stipulating standards for higher education institutions
On September 30, 2026, the Ministry of Education and Training officially promulgated Circular No. 83/2026/TT-BGDĐT stipulating Standards for Higher Education Institutions. Replacing Circular No. 01/2024/TT-BGDĐT, this document establishes a benchmarking framework, enhances public disclosure of quality assurance conditions, and serves as a legal foundation for state management, self-assessment, and accountability across the entire Vietnamese higher education system.
The first evaluation cycle under this Circular shall be officially implemented using the 2026 data year.
I. Purposes and principles of application
1. Purposes:
- Serving as a basis for state management activities.
- Enhancing transparency and public disclosure of quality assurance conditions.
- Enabling higher education institutions to conduct self-assessment, internal monitoring, and fulfill accountability requirements before society and state authorities.
2. Data management principles:
- Standards for Higher Education Institutions constitute a set of minimum requirements on quality assurance conditions and performance indicators, subject to periodic review every 05 years.
- All evaluation data must ensure systematicity, accuracy, objectivity, and direct interconnection/sharing via the Higher Education Management Information System (HEMIS).
II. Content of the 6 standards and core evaluation indicators
Circular No. 83/2026/TT-BGDĐT specifies 06 standards alongside detailed quantitative criteria and indicators:
1. Standard 1: Organization and Governance
- Internal regulations: 100% of internal regulations and bylaws must be fully promulgated, issued under proper authority, and remain legally effective.
- Strategic development: At least 50% of Key Performance Indicators (KPIs) operationalizing the mission and strategic objectives must meet or exceed annual approved targets.
- Digital data: 100% of mandatory data fields must be updated fully, accurately, validly, and punctually on HEMIS.
2. Standard 2: Faculty
- Teaching load: The ratio of converted learners to converted full-time faculty members must be maintained at ≤ 40.
- Full-time Faculty Ratio: The percentage of full-time working-age faculty members must not be lower than 70%.
- Doctoral degree holder ratio:
+ Non-doctoral degree granting institutions: Minimum 20% (and at least 30% from 2030).
+ Doctoral degree granting institutions: Minimum 40% (and at least 50% from 2030).
+ Specialized institutions (Arts, Sports, Foreign Languages): Specific thresholds applied from 5% to 15% depending on training levels and roadmap.
3. Standard 3: Infrastructure, Learning Resources, and Digital Infrastructure
- Land area: From 2030 onwards, the average land area (weighted by location) per converted full-time learner must be no less than 25 m².
- Floor area: Average floor space directly serving training purposes must be no less than 2.8 m² per converted full-time learner.
- Faculty workspace: At least 70% of full-time faculty members must be provided with dedicated workspaces (minimum 6 m² per person).
- Learning resources & Library: Average valid learning resource usage by faculty members and learners must reach a minimum of 10 accesses/person/academic year.
- LMS infrastructure: Online Learning Management System (LMS) must meet 100% of minimum required technical and technological functions.
4. Standard 4: Finance
- Operating margin: The 3-year average operating margin (difference between revenue and expenditure over total revenue) must not be negative (≥ 0).
- Sustainable growth index: The 3-year average sustainable growth index (combining total revenue growth rate and non-tuition, non-state budget revenue growth rate) must not be negative (≥ 0).
5. Standard 5: Admissions and Training
- Admissions: The 3-year average enrollment rate compared to the published admission plan must be ≥ 50%; training scale must not drop by more than 30% compared to the preceding 3 years.
- Dropout rate: Annual overall dropout rate must be ≤ 10%; first-year student dropout rate must be ≤ 15%.
- Graduation rate: On-time graduation rate within ≤ 1.5 times the standard duration must be ≥ 60%; strictly on-time graduation rate must be ≥ 40%.
- Satisfaction level:
+ At least 70% of learners satisfied with faculty teaching quality and support (valid response rate ≥ 60%).
+ At least 70% of graduates overall satisfied with the curriculum and study experience (valid response rate ≥ 70%).
- Post-graduation employment: At least 70% of bachelor's degree graduates securing relevant employment, self-employed, pursuing higher degrees, or completing mandatory professional practice within 12 months after graduation.
6. Standard 6: Science, Technology, and Innovation
- S&t revenue proportion: For doctoral degree granting institutions, revenue proportion from S&T and innovation activities over total revenue (3-year average, weighted by field) must be ≥ 5%.
- S&T Output per Faculty:
+ Doctoral degree granting institutions (non-specialized): Minimum 0.6 converted product/faculty member/year.
+ Web of Science (WoS) or Scopus publications (field-weighted): Minimum 0.3 converted publication/faculty member/year (Higher education institutions under the Ministry of National Defense and Ministry of Public Security use the top national peer-reviewed journal list as a substitute).
III. Evaluation procedure and annual timeline
Higher education institutions shall conduct annual self-assessments on the HEMIS system adhering to the following schedule:
- December 31 annually: Cut-off date for self-assessment data (excluding financial data).
- By March 31 of the following year: Completion and updating of financial data for the reporting year.
- By April 30 of the following year: Completion of the Self-Assessment Report.
- By May 31 annually: Public disclosure of self-assessment results by the institution.
- By June 30 annually: Ministry of Education and Training conducts cross-checking on HEMIS and officially publishes higher education institution standard evaluation results.
IV. Compliance conditions
An institution is recognized as 'Meeting Higher Education Institution Standards' when all applicable standards, criteria, and indicators are fully satisfied.
Penalty handling: Institutions providing dishonest declarations or falsified data shall be deemed 'Non-compliant' and subject to strict disciplinary actions in accordance with applicable laws.
