Mạng xã hội đã trở thành một phần không thể thiếu trong cuộc sống hiện đại. Nhằm tạo dựng môi trường mạng an toàn, văn minh và lành mạnh, Bộ Thông tin và Truyền thông đã ban hành Quyết định số 874/QĐ-BTTTT về Bộ quy tắc ứng xử trên mạng xã hội. Dưới đây là chi tiết các quy tắc mà mỗi cá nhân, tổ chức và cơ quan cần nắm rõ.
I. 4 Quy tắc ứng xử chung trên mạng xã hội
Áp dụng thống nhất cho tất cả các nhóm đối tượng tham gia sử dụng mạng xã hội, bao gồm 04 quy tắc cốt lõi:
- Tôn trọng, tuân thủ pháp luật: Tuân thủ pháp luật Việt Nam, tôn trọng quyền và lợi ích hợp pháp của các tổ chức, cá nhân.
- Lành mạnh: Hành vi, ứng xử trên mạng xã hội phải phù hợp với các giá trị đạo đức, văn hóa, truyền thống tốt đẹp của dân tộc Việt Nam.
- An toàn, bảo mật thông tin: Tuân thủ nghiêm các quy định và hướng dẫn về bảo vệ an toàn, bảo mật thông tin tài khoản và dữ liệu cá nhân/tổ chức.
- Trách nhiệm: Chịu trách nhiệm về các hành vi, ứng xử trên mạng xã hội; chủ động phối hợp với các cơ quan chức năng để xử lý các hành vi, nội dung thông tin vi phạm pháp luật.
II. 8 Quy tắc ứng xử dành cho tổ chức và cá nhân
Khi tham gia môi trường số, các cá nhân và tổ chức cần chú ý thực hiện tốt các định hướng sau:
1. Chủ động tìm hiểu: Nắm rõ các điều khoản và hướng dẫn của nhà cung cấp dịch vụ mạng xã hội trước khi đăng ký sử dụng.
2. Sử dụng danh tính thật: Khuyên dùng họ tên thật (đối với cá nhân) hoặc tên hiệu chính thức (đối với tổ chức/cơ quan); đăng ký xác thực tên hiệu, địa chỉ trang mạng và đầu mối liên hệ.
3. Tự bảo vệ & Báo cáo sự cố: Chủ động bảo mật tài khoản. Khi phát hiện tài khoản bị mất quyền kiểm soát, bị giả mạo hoặc bị lợi dụng cho mục đích xấu, cần nhanh chóng báo cho nhà cung cấp dịch vụ và cơ quan chức năng.
4. Chia sẻ chuẩn xác: Chỉ chia sẻ những thông tin có nguồn chính thống, đáng tin cậy.
5. Ứng xử văn minh: Không sử dụng ngôn từ gây thù hận, kích động bạo lực, phân biệt vùng miền, giới tính hay tôn giáo.
6. Nói "KHÔNG" với tin giả và vi phạm: Không đăng tải nội dung vi phạm pháp luật, tin sai sự thật, ngôn ngữ phản cảm, xúc phạm danh dự người khác hoặc quảng cáo/business trái phép.
7. Lan tỏa năng lượng tích cực: Khuyến khích sử dụng mạng xã hội để quảng bá hình ảnh đất nước, con người, văn hóa Việt Nam và chia sẻ những câu chuyện "người tốt, việc tốt".
8. Bảo vệ thế hệ trẻ: Vận động gia đình, bạn bè cùng giáo dục và bảo vệ trẻ em, trẻ vị thành niên sử dụng mạng xã hội an toàn.
III. Quy tắc ứng xử dành cho cán bộ, công chức, viên chức và người lao động trong cơ quan nhà nước
- Thực hiện đầy đủ các quy định áp dụng cho tổ chức, cá nhân tại Điều 4 của Bộ Quy tắc.
- Chấp hành nghiêm các nội quy của cơ quan, tổ chức về việc cung cấp thông tin lên mạng xã hội.
- Báo cáo kịp thời cho cơ quan chủ quản để có hướng xử lý, giải quyết khi xuất hiện các thông tin trái chiều, thông tin vi phạm pháp luật có liên quan đến chức năng, nhiệm vụ, quyền hạn và lĩnh vực quản lý của đơn vị.
IV. Quy tắc ứng xử dành cho các cơ quan nhà nước
Các cơ quan nhà nước khi vận hành kênh thông tin trên mạng xã hội cần lưu ý:
- Quản lý tài khoản chặt chẽ: Có trách nhiệm bảo mật tài khoản chính thức; thông báo ngay cho nhà cung cấp dịch vụ nếu trang bị giả mạo hoặc mất quyền kiểm soát.
- Đồng bộ thông tin: Đảm bảo thông tin đăng tải trên mạng xã hội đồng nhất với thông tin phát ngôn trên các phương tiện truyền thông chính thống.
- Tương tác có trách nhiệm: Nên phản hồi, giải đáp kịp thời các ý kiến, thắc mắc của người dân trên mạng xã hội thuộc phạm vi chức năng, nhiệm vụ của cơ quan mình.
V. Trách nhiệm của các nhà cung cấp dịch vụ mạng xã hội
Đối với các đơn vị cung cấp dịch vụ mạng xã hội (trong và ngoài nước), Bộ Quy tắc yêu cầu:
1. Công khai điều khoản: Báo cáo rõ ràng quyền và nghĩa vụ giữa người dùng và nhà cung cấp dịch vụ.
2. Rà soát & Xử lý vi phạm: Ban hành công khai các biện pháp phát hiện, ngăn chặn và loại bỏ các thông tin vi phạm bản quyền hoặc vi phạm pháp luật Việt Nam.
3. Phối hợp gỡ bỏ: Chủ động hợp tác với cơ quan chức năng để xử lý nội dung vi phạm theo yêu cầu pháp lý.
4. Bảo vệ đối tượng yếu thế: Có cơ chế hỗ trợ, bảo vệ trẻ em, người khuyết tật, người dân tộc thiểu số... giúp họ tránh bị lạm dụng hay bạo lực tinh thần trên không gian mạng.
5. Bảo vệ dữ liệu cá nhân: Tôn trọng quyền riêng tư, tuyệt đối không thu thập hoặc cung cấp thông tin người dùng cho bên thứ ba khi chưa được sự đồng ý.

General code of conduct on social media in Vietnam
Social media has become an indispensable part of modern life. To foster a healthy, safe, and civilized digital environment, the Ministry of Information and Communications issued Decision No. 874/QD-BTTTT establishing the Code of Conduct on Social Media. Below is the detailed guide applicable to individuals, organizations, state agencies, and service providers.
I. 4 General rules for all users
Applicable uniformly to all target groups participating in social media networks, comprising 04 fundamental rules:
- Respect and compliance with the Law: Comply with Vietnamese law and respect the legitimate rights and interests of organizations and individuals.
- Wholesomeness: Online behaviors and interactions must conform to the moral values, culture, and fine traditions of the Vietnamese nation.
- Safety and Information security: Strictly abide by regulations and guidelines regarding the protection, safety, and security of accounts and personal/organizational data.
- Accountability: Take full responsibility for behaviors and conduct on social media; actively cooperate with competent authorities to handle illegal acts and content.
II. 8 Rules of conduct for organizations and individuals
When participating in the digital ecosystem, organizations and individuals should observe the following guidelines:
1. Review terms of service: Thoroughly learn and comply with the terms of service provided by social media platforms before registering and participating.
2. Use real identity: Encouraged to use real names (for individuals) or official registered names (for organizations/agencies) and verify identity, web address, and contact points with service providers.
3. Self-protection & incident reporting: Implement measures to secure accounts. Promptly report to service providers and authorities if an account is compromised, impersonated, or misused for unhealthy purposes that affect national security, social order, or lawful rights of others.
4. Share reliable information: Only share information sourced from official and trustworthy channels.
5. Behave culture-consciously: Maintain appropriate behavior aligned with Vietnamese ethical and cultural values; refrain from using hate speech, inciting violence, or discriminating based on region, gender, or religion.
6. Reject illegal content & fake news: Do not post unlawful content, defamatory material, offensive language violating public decency, fake news/disinformation, or unauthorized commercial advertisements.
7. Promote positive values: Encouraged to utilize social media to promote the country, culture, and people of Vietnam, as well as to share positive stories and good deeds.
8. Protect minors: Encourage family and peers to educate and protect children and adolescents in using social media safely and healthily.
III. Code of conduct for officials, public employees, and workers in state agencies
- Fully implement all provisions applicable to organizations and individuals as specified in Article 4 of the Code.
- Strictly adhere to internal institutional rules regarding the provision of information on social media.
- Promptly report to managing authorities to address and resolve adverse or unlawful information related to their functions, duties, authority, and fields of management.
IV. Rules of conduct for state agencies
State agencies operating official social media pages must adhere to the following:
- Manage & secure accounts: Secure official social media accounts; immediately notify service providers if accounts are lost or impersonated.
- Ensure data consistency: Provide information on social media that is synchronized and consistent with official public statements delivered through mainstream media channels.
- Engage responsibly: Actively respond to public feedback and inquiries on social media concerning the agency's functions, duties, and authority.
V. Responsibilities of social media service providers
Social media service providers (both domestic and cross-border) are required to:
1. Disclose terms clear terms: Transparently publish terms of service, detailing the rights and obligations of both the provider and users.
2. Proactively handle violations: Publish measures to detect, notify, and collaborate with regulatory bodies to block and remove copyright-infringing or unlawful content.
3. Cooperate on content removal: Promptly remove illegal or infringing content upon official request from competent state authorities in accordance with Vietnamese law.
4. Protect vulnerable groups: Guide, support, and safeguard vulnerable populations (e.g., lower-income individuals, ethnic minorities, children, adolescents, persons with disabilities) to prevent online abuse, exploitation, or cyberbullying; implement child safety measures.
5. Respect privacy: Safeguard user data privacy; do not collect or share personal information with third parties without explicit consent from the data subject.
