Pursuant to Circular No. 59/2026/TT-BGDĐT issued by the Ministry of Education and Training on July 15, 2026, the Faculty of Pharmacy respectfully informs you of the latest regulations regarding the contracting of full-time teachers after retirement and visiting teachers. These regulations aim to further enhance the quality of education, training, and scientific research within our institution.
1. For full-time contract teachers after retirement
The invitation of retired experts and teachers to continue working full-time is based on the principles of voluntariness, equality, and alignment with the faculty's workforce development strategy.
Conditions for signing contracts
- Teachers must possess good professional ethics, not be under any disciplinary action, and not be facing criminal prosecution.
- Must meet the health standards for working, certified by a competent medical authority, and comply with labor laws regarding elderly workers.
- Must meet the standards for training qualifications, professional capacity, and have the ability to apply digital technology in teaching to meet the requirements of educational innovation.
Rights and responsibilities
- Teachers and the institution can proactively and flexibly agree on working hours and rest times to maximize their capacity and teaching experience.
- Entitled to salary and allowances as agreed; respected and protected in terms of reputation and dignity, with the right to be considered for appointment to the titles of professor, associate professor, or other noble titles if all conditions are met.
- Regarding responsibilities, teachers are only permitted to sign a full-time contract with 1 (one) educational institution.
- Must ensure the proper quota and quality of teaching and scientific research, and actively participate in fostering the next generation of teachers.
2. For visiting teachers
Visiting teaching plays a crucial role in maintaining teaching hour quotas while strengthening the connection and sharing of resources between educational institutions and social enterprises.
Principles and standards
- For officials, civil servants, and public employees wishing to use administrative working hours to participate in visiting teaching, written consent from the head of their direct managing agency is strictly required before signing the contract.
- Visiting teachers must meet the standard training qualifications corresponding to the curriculum; for guiding experiments, practical sessions, and internships, appropriate professional experience is required.
- The total number of visiting teaching hours in an academic year must not exceed the teaching and overtime hour quotas prescribed for full-time teachers performing the same tasks.
Contract forms and rights
- The contract form (labor contract or service contract) will be determined based on the nature of the work, the level of management, and the contracting party (for example, civil servants will exclusively execute service contracts).
- Visiting teachers will be paid salaries or remunerations as agreed; they can participate in professional activities and be provided with necessary materials and working facilities.
- Must be responsible for maintaining the confidentiality of internal information, professional data, exam papers, and other data of the visiting institution.
3. Effective date and transitional provisions
- Circular 59/2026/TT-BGDĐT officially comes into effect on September 1, 2026.
- Visiting teaching contracts that were signed and are being executed before this Circular comes into effect will continue to be implemented according to the old agreements until the contract expires, but not exceeding 12 months from the date the Circular takes effect.
