In order to strengthen Party discipline and order; maintain political virtue, revolutionary ethics, and the pioneering and exemplary role of Party members; and enhance the leadership capacity and fighting strength of Party organizations, the 14th Central Committee of the Communist Party of Vietnam officially promulgated Regulation No. 207-QD/TW on July 26, 2026, regarding things Party members must not do. This document replaces Regulation No. 37-QĐ/TW dated October 25, 2021, of the 13th Central Committee.
1. Overview of Regulation No. 207-QD/TW
The Regulation affirms that members of the Communist Party of Vietnam are revolutionary fighters in the vanguard of the working class, working people, and the Vietnamese nation. Party members must setting an example in complying with the Party Platform, Party Statutes, resolutions, directives, and regulations of the Party, as well as the Constitution and laws of the State. Notably, the Regulation emphasizes that it does not restrict innovation, creativity, or the courage to think and act for the common interest and national benefits.
2. Core contents of prohibited actions for Party members
Regulation No. 207-QD/TW details 19 Articles outlining prohibited conduct:
- Article 1. Speaking, writing, or acting contrary to the guidelines and regulations of the Party and State laws; engaging in acts prohibited by law.
- Article 2. Violating the organizational and operational principles of the Party; self-nominating or accepting nominations for positions without approval from competent Party authorities.
- Article 3. Denying, distorting, or opposing Marxism-Leninism and Ho Chi Minh Thought; failing to fulfill exemplary responsibilities; engaging in individualism, "group interests," bureaucracy, or authoritarianism.
- Article 4. Disclosing, losing, or spreading confidential Party or State documents and data; propagating views contrary to Party lines and State policies.
- Article 5. Publishing or sharing false information; exploiting the Internet, social media, digital platforms, or Artificial Intelligence (AI) to generate or spread misinformation; distributing unhealthy cultural products.
- Article 6. Making fabricated denunciations or anonymous complaints; retaliating against whistleblowers or individuals fighting against corruption and negativity.
- Article 7. Organizing or participating in factional activities causing internal disunity; defaming or falsely accusing organizations or individuals.
- Article 8. Organizing, participating in, or financing unauthorized associations, demonstrations, or illegal public gatherings.
- Article 9. Making dishonest declarations regarding personal records, assets, or income; using illegal degrees or certificates; transferring assets or acquiring foreign citizenship unlawfully.
- Article 10. Issuing regulations or allocating resources contrary to rules; designing custom criteria to create unfair competitive advantages.
- Article 11. Violating public duty ethics or professional codes; evading responsibilities; abusing pilot or specific policies for personal gain; violating laws while abroad.
- Article 12. Engaging in position-buying or power-seeking behaviors; interfering in personnel management, recruitment, planning, or appointment processes.
- Article 13. Embezzlement, offering, receiving, or brokering bribes; facilitating tax evasion, fraud, money laundering, or illegal lending.
- Article 14. Giving or receiving gifts in any form to influence decision-makers for personal or organizational benefits.
- Article 15. Failing to practice thrift; causing loss or waste of public finance and assets; concealing assets to legitimize violations.
- Article 16. Influencing or requesting sponsored travel, education, or medical treatment for oneself or relatives from entities under one's management.
- Article 17. Interfering with or obstructing inspection, supervision, audit, investigation, prosecution, trial, or disciplinary enforcement activities.
- Article 18. Participating in gambling, illegal drug use, or improper alcohol consumption; organizing extravagant weddings or funerals; violating marriage and family laws.
- Article 19. Engaging in superstitious activities; supporting or participating in illegal religions; exploiting religious activities for personal gain.
3. Implementation and application
- The Central Inspection Commission is assigned to guide, inspect, and supervise the implementation of this Regulation.
- Party committees and heads of agencies are responsible for leading, directing, and annually reporting on the implementation status.
- Party members who commit violations will be strictly, accurately, and promptly disciplined in accordance with Party regulations and State laws.
