The Faculty of Pharmacy, Pham Ngoc Thach University of Medicine, would like to respectfully inform faculty, staff, and students that the Ministry of Education and Training has officially issued Circular No. 52/2026/TT-BGDDT, dated June 30, 2026, regulating articulation training between vocational secondary, intermediate, college, and university levels. This Circular serves as a crucial legal foundation to promote lifelong learning and the development of high-quality human resources within the national education system.
1. Scope and principles of articulation
- The Circular applies to educational institutions, learners, and related entities. The core principle of articulation training is to ensure continuity and consistency within the national education system.
- Articulated learners are entitled to uniform conditions regarding learning, testing, assessment, and graduation certification as other learners in the same program. Heads of educational institutions are responsible for recognizing accumulated learning outcomes if equivalent output standards are met, facilitating learners' transition between levels.
2. Forms and programs of articulation training
- Articulation training is conducted in two main forms: between different levels to meet output standards and within the same level to complete other programs.
- Articulation programs are the existing curricula of the corresponding level. Actual learning volume is determined based on recognized credits, ensuring learners achieve required output standards.
3. Specific regulations for the health sector
For teacher training and health science programs requiring professional practice licenses, the Circular emphasizes strict regulations:
- For articulation to university level in health sciences: Educational institutions may only organize such programs if at least one full-time university-level cohort has graduated.
- Note: Regular (part-time/continuing) articulation training is strictly prohibited for Medicine, Traditional Medicine, Preventive Medicine, Odonto-Stomatology, and Pharmacy.
- Recognizing learning outcomes from non-health fields to replace core professional modules is strictly prohibited.
4. Recognition of learning outcomes and institutional responsibilities
Educational institutions are responsible for establishing internal regulations on criteria and procedures for recognizing learning outcomes. The minimum learning volume required at the degree-granting institution must not be less than 50% of the total program volume. Training institutions must ensure transparency, manage academic data rigorously on the HEMIS system, and maintain accountability before the law.
