Democratic Supervision – A Measure Of The Strength Of Grassroots Trade Unions
1. The Importance of Democratic Supervision under the Leadership of the Party
Democracy in the workplace is not only a fundamental right but also the most effective governance mechanism in an autonomous university environment. The Resolution of the 13th Congress of the Vietnam Trade Union affirms: “Improving the effectiveness of workplace democracy is a breakthrough task.” Under the direct leadership of the Party Committee, the Trade Union serves as the “gatekeeper,” ensuring that all institutional decisions are implemented in accordance with the principle:
“People know, people discuss, people do, people inspect, people supervise, and people benefit.”
2. Implementing the Law on Grassroots Democracy at the Institutional Level
In many institutions, democracy remains superficial—a “one‑way democracy” imposed from the top down. Important policies on financial autonomy or organizational restructuring are sometimes passed quickly without thorough consultation with staff and lecturers, resulting in internal disagreement and distrust.
- Standardizing consultation processes: The Trade Union coordinates with the Board of Rectors to establish procedures for collecting written feedback or gathering responses via internal software on major institutional regulations (e.g., Internal Expenditure Regulations, Working Regulations). All feedback must be explained, addressed, and incorporated appropriately before official issuance.
- Organizing substantive Staff and Faculty Conferences: Annual conferences should shift from mere “report reading” to genuine “direct dialogue.” The Trade Union must compile “hot issues” and members’ concerns to question the university leadership and request public, transparent responses.
3. Supervising Salary, Bonus Policies, and Staff Planning
Under autonomy, salary funds, bonus allocation, and personnel planning fall under the institution’s control. Without strong Trade Union oversight, risks of “group interests,” unfair income distribution, or non-transparent planning and appointments can arise, leading to internal division.
- Supervising payroll and income distribution: The Trade Union assigns qualified representatives with financial expertise to join the Internal Audit Committee. Regular checks must ensure that additional income is allocated based on job position and actual performance, avoiding situations of arbitrary “equal distribution” or unreasonable favoritism toward administrative units.
- Providing counter‑arguments in staff planning and appointments: The Trade Union exercises its supervisory authority to ensure that appointment procedures strictly comply with Party and State regulations. Standards, qualifications, and procedures must be publicly announced to ensure fair development opportunities for all capable lecturers.
4. Strengthening the Role of the People’s Inspection Committee
Although elected by the Trade Union, the People’s Inspection Committee (PIC) often operates ineffectively—reluctant to confront issues, hesitant to raise concerns, or lacking supervisory skills. As a result, many violations within the autonomy governance process go undetected.
- Reinforcing structure and improving competencies: The Trade Union should proactively select courageous, reputable, and legally knowledgeable members for the PIC. Training programs on supervision skills, financial inspection, and complaints resolution should be organized regularly.
- Protection mechanisms for supervisors: Higher‑level Trade Unions and Party Committees must provide protection mechanisms for Trade Union officers and PIC members to ensure that they are not retaliated against or penalized for fulfilling their supervisory duties.
5. Alignment with the Resolution of the 13th Congress of the Vietnam Trade Union
The Resolution emphasizes: “Member and worker satisfaction is the key indicator of Trade Union effectiveness.” To achieve this, Trade Unions in autonomous universities must truly become the center of solidarity and fairness.
- Political aspect: Supervisory activities must remain under the Party’s leadership to maintain the correct direction and prevent hostile forces from exploiting democracy to cause unrest.
- Methodological aspect: Shift from “post‑event supervision” to “proactive supervision,” participating from the planning stage onward.
Democratic supervision is not about “scrutinizing” or creating obstacles for university management. Rather, it is a collaborative mechanism that ensures the institution operates in a healthy and transparent manner. When fairness is upheld and transparency is prioritized, the Trade Union’s strength is reinforced and workers’ trust is sustained—creating a solid foundation for the successful implementation of university autonomy.
