Trong dòng chảy của cuộc Cách mạng Công nghiệp 4.0 và xu thế tự chủ đại học, vai trò của Công đoàn không còn bó hẹp trong các hoạt động phong trào bề nổi. Thực hiện Nghị quyết Đại hội XIII Công đoàn Việt Nam, việc đổi mới tư duy là yêu cầu sống còn. Bài viết phân tích các khía cạnh cốt lõi nhằm định vị lại vai trò của Công đoàn: vừa là người đồng hành phát triển kinh tế, vừa là "thành trì" bảo vệ phúc lợi và là "động lực" thúc đẩy chuyển đổi số cho giảng viên.

Sự đồng hành của Công đoàn trong việc nâng cao năng lực số và đảm bảo phúc lợi chính là chìa khóa để giữ chân nhân tài, tạo dựng vị thế cho nhà trường trong bản đồ giáo dục hiện đại.

In the flow of the Fourth Industrial Revolution and the trend toward university autonomy, the role of Trade Unions is no longer confined to surface‑level movement activities. In accordance with the Resolution of the 13th Congress of the Vietnam Trade Union, innovating organizational thinking has become an imperative for survival. This article analyzes key dimensions aimed at redefining the role of the Trade Union: simultaneously as a partner in economic development, a “stronghold” for protecting welfare, and a “driving force” promoting digital transformation among lecturers.
1. The Role of Trade Unions in Economic Governance and Partnership with University Leadership
With the shift to an autonomous model, universities operate increasingly as “educational enterprises.” Pressures on revenue, cost management, and investment efficiency become top priorities. Consequently, Trade Unions often fall into a passive position, lacking voice in major economic decisions, which leads to reduced consensus between management bodies and the implementing workforce.
- Participation in strategic governance: The Trade Union must proactively appoint capable representatives to deeply engage in councils related to financial planning and strategic development. Beyond simply being “informed,” the Trade Union must provide constructive “counter‑arguments” to ensure that the university’s economic investment projects yield long‑term benefits for employees.
- A mechanism for “co‑creating value”: The Trade Union collaborates with the Board of Rectors to develop knowledge‑based economic models (such as consulting centers or technology transfer units). In these initiatives, the Trade Union acts as an intermediary to negotiate transparent profit‑sharing ratios, enabling lecturers to contribute wholeheartedly while increasing institutional revenue.

- Protecting rights in the digital environment: The Trade Union should advise on establishing regulations regarding intellectual property rights for online lectures (E‑learning), ensuring that economic and reputational rights of lecturers are strictly protected against unauthorized use.

University autonomy presents both opportunities and significant challenges for Trade Unions to remain a truly reliable partner. A comprehensive shift in mindset is required: from merely organizing welfare activities to participating actively in economic governance; from protecting rights through a “petition‑based” approach to rights negotiation grounded in law and productivity. The Trade Union’s role in enhancing digital competencies and securing welfare is the key to retaining talent and strengthening the university’s position in the modern educational landscape.
