Để duy trì niềm tin của xã hội và đảm bảo sự phát triển bền vững của tri thức, Hội thảo Thúc đẩy Khoa học Nhật Bản (JSPS) đã biên soạn cuốn sách: "For the sound development of science - The Attitude of a Principled Investigator".
Trân trọng giới thiệu các nguyên tắc cốt lõi từ tài liệu này - bộ quy tắc ứng xử mà mọi Dược sĩ và nhà nghiên cứu y sinh tương lai cần nằm lòng.
1. Trách nhiệm với xã hội: Nền tảng của sự tin tưởng
Khoa học không tồn tại biệt lập. Nhà khoa học có trách nhiệm cao cả là sử dụng kiến thức chuyên môn để đóng góp cho sức khỏe, phúc lợi nhân loại và an toàn xã hội. Đối với ngành Dược, điều này còn có nghĩa là cung cấp những bằng chứng khoa học trung lập, khách quan, đặt sức khỏe của cộng đồng lên trên hết.
2. Quy trình nghiên cứu: Từ đạo đức đến an ninh
Một nghiên cứu "đẹp" trước hết phải là một nghiên cứu "đúng":
- Bảo vệ đối tượng: Tôn trọng quyền con người thông qua Informed Consent (chấp thuận dựa trên đầy đủ thông tin) và giảm thiểu đau đớn cho động vật thí nghiệm.
- Vấn đề lưỡng dụng: Luôn cảnh giác trước khả năng kết quả nghiên cứu bị lợi dụng cho mục đích xấu (như vũ khí sinh học, khủng bố, chiến tranh,…).
3. "Lab Notes" và Cuộc chiến chống sai phạm FFP
Liêm chính nghiên cứu được thể hiện rõ nhất qua cách quản lý dữ liệu:
- Nhật ký phòng thí nghiệm: Là công cụ thiết yếu để minh chứng tính trung thực và bảo vệ quyền sở hữu trí tuệ.
- Nói KHÔNG với FFP: *Fabrication (Chế bản - Bịa đặt dữ liệu).
+ Falsification (Làm giả - Xuyên tạc kết quả).
+ Plagiarism (Đạo văn - Chiếm dụng ý tưởng).
- Xung đột lợi ích: Luôn công khai minh bạch các mối quan hệ tài chính có thể ảnh hưởng đến tính khách quan của công trình.
4. Công bố kết quả: Đừng để "số lượng" lấn át "chất lượng"
Quyền tác giả (Authorship) phải thuộc về người có đóng góp thực sự. Tài liệu lên án các hành vi:
- Gift authorship: Đứng tên danh dự dù không đóng góp.
- Salami slicing: "Cắt lát" một nghiên cứu lớn thành nhiều bài báo nhỏ để tăng số lượng công bố.
- Duplicate publication: Đăng một nội dung trên nhiều tạp chí khác nhau.
5. Quản lý kinh phí công: Sự minh bạch tuyệt đối
Sử dụng quỹ nghiên cứu (như quỹ công, quỹ nhà trường) đòi hỏi sự kỷ luật nghiêm ngặt. Mọi hành vi lập hóa đơn khống, chi trả thù lao không đúng đối tượng đều bị nghiêm cấm. Nhà khoa học phải có trách nhiệm giải trình cho từng đồng kinh phí được nhận từ xã hội.
6. Vai trò của người cố vấn (Mentoring) và Bình duyệt (Peer Review)
- Mentoring: Giảng viên không chỉ truyền dạy kỹ năng mà còn có trách nhiệm giáo dục thế hệ Dược sĩ trẻ về đạo đức nghề nghiệp.
- Peer Review: Người đánh giá cần giữ sự bảo mật, khách quan và công bằng - đây là "bộ lọc" để duy trì tiêu chuẩn của tri thức khoa học.

Developing sound science: The Attitude of a principled investigator
In the world of science, trust is the most valuable "currency". To maintain social confidence and ensure the sustainable development of knowledge, the Japan Society for the Promotion of Science (JSPS) compiled the essential guide: "For the Sound Development of Science - The Attitude of a Principled Investigator".
The Faculty of Pharmacy, PNTU proudly presents the core principles of this document - a code of conduct that every future Pharmacist and biomedical researcher should take to heart.
1. Social responsibility: The Foundation of Trust
Science does not exist in isolation. Scientists have a noble responsibility to use their expertise to contribute to the health, welfare of humanity, and social safety. In the Pharmacy sector, this translates to providing neutral, objective scientific advice that prioritizes public health above all else.
2. Research procedures: From ethics to security
A "great" study must first be a "correct" study:
- Protection of subjects: Respect human rights through Informed Consent and minimize pain or distress for experimental animals.
- Dual-Use concerns: Always remain vigilant regarding the possibility of research results being misused for harmful purposes (such as biological weapons or terrorism).
3. Lab notes and the fight against "FFP" misconduct
Research integrity is most clearly reflected in how data is managed:
- Laboratory notes: These are essential tools to prove honesty, ensure traceability, and protect intellectual property rights.
- Say NO to FFP: * Fabrication (Making up data).
+ Falsification (Manipulating research materials or results).
+ Plagiarism (Appropriating another person's ideas or work).
- Conflict of interest: Always transparently disclose financial or personal relationships that could influence the objectivity of the research.
4. Publishing results: Quality over quantity
Authorship must belong only to those who have made significant contributions. The guide condemns improper practices such as:
- Honorary/Gift authorship: Including names of individuals who did not contribute.
- Salami slicing: Breaking up a large study into multiple small papers to artificially increase publication counts.
- Duplicate publication: Submitting the same content to multiple journals.
5. Management of public funds: absolute transparency
The use of research grants (from the government or university) requires strict discipline. Any act of creating fake orders, misusing student stipends, or falsifying travel expenses is strictly prohibited. Scientists are accountable to society for every cent received.
6. The role of mentoring and peer review
- Mentoring: Educators do not just teach technical skills; they are responsible for educating the younger generation of Pharmacists on professional ethics and responsibility.
- Peer review: Reviewers must maintain confidentiality, objectivity, and fairness -this is the "filter" that preserves the standards of scientific knowledge.
