The Faculty of Pharmacy at Pham Ngoc Thach University of Medicine would like to respectfully inform our faculty, staff, students, and related units about Circular No. 54/2026/TT-BGDDT, issued by the Ministry of Education and Training on June 30, 2026. This Circular regulates the curriculum for higher education levels, establishing new standards for development, appraisal, and implementation to enhance the quality of human resources in the new era.
1. Scope and principles of curriculum development
-The Circular applies to all higher education institutions, focusing on standardizing processes from development, appraisal, and issuance to quality inspection and monitoring.
- Curricula must be based on corresponding national standards, ensuring scientific rigor, continuity, and updates. Institutions maintain autonomy in development provided that national minimum standards are met or exceeded.
2. Curriculum standards and competency requirements
Curricula must clearly reflect educational goals, input requirements, and output standards. Specific requirements include:
- Undergraduate level (Level 6): Focus on digital literacy, artificial intelligence (AI), foreign languages, and adaptability.
- Master's level (Level 7): Focus on research capacity, innovation, and application of specialized knowledge.
- Doctoral level (Level 8): Focus on independent research capacity, scientific leadership, and new technological solutions.
3. Standards for faculty and facilities
The Circular sets rigorous standards for faculty:
- Health sector: There must be at least 02 PhDs in charge of foundation courses and 07 PhDs in charge of specialized courses in Pharmacy. Clinical instructors must hold appropriate practice licenses and have at least 2 years of teaching or professional experience.
- The ratio of learning volume assigned to full-time faculty is strictly regulated to ensure teaching quality.
- Facilities: Health science training institutions must maintain practice facilities that comply with medical examination and treatment laws, including specialized pre-clinical centers.
4. Appraisal, approval, and implementation process
- Institutions conduct internal development and appraisal through the Science and Education Council. For specialized fields like Medicine, Pharmacy, and Health Sciences, the Minister of Education and Training holds the authority for approval. Institutions are responsible for transparent information updates via the HEMIS database and fulfilling annual accountability requirements.
- Circular No. 54/2026/TT-BGDDT takes effect from June 30, 2026, replacing previous regulations such as Circular No. 17/2021/TT-BGDDT, marking a significant milestone in higher education quality management.
