In an effort to concretize the digital transformation strategy and adapt to the new technological era, on June 30, 2026, the Ministry of Education and Training (MOET) officially issued Circular No. 49/2026/TT-BGDĐT regulating the application of technology in higher education and vocational education. Notably, this is the first legal document to formally integrate Artificial Intelligence (AI) into the legal framework for educational training and administration.
1. Expanded scope and subjects of application:
The Circular applies to all higher education institutions, colleges, intermediate schools, as well as organizations and individuals involved in training and scientific research. Therefore, all teaching, learning, assessment, and research activities at the Faculty of Pharmacy are directly governed by these new regulations.
2. Principles of technology application: A learner-centered approach
The integration of digital technology into education must ensure the institutional autonomy of the training unit and prioritize the benefits of the learners. Data management and utilization must be effective while strictly complying with regulations on information security and personal data protection.
The Circular explicitly states: Technology and Artificial Intelligence (AI) are strictly supportive tools and absolutely cannot replace the professional responsibilities of lecturers in teaching or of learners in studying and research.
3. Tighteninacademic integrity and AI management
In the medical and pharmaceutical fields, accuracy and honesty in scientific research are vital. To prevent the misuse of technology, the Circular requires:
- Educational institutions must promulgate internal regulations on academic integrity and a code of conduct for the use of Artificial Intelligence (AI) in both training and scientific research.
- Clearly define violations (such as using AI for exam cheating, plagiarizing theses, manipulating research data, etc.), while establishing preventive measures and strict disciplinary procedures for individuals who commit these violations.
4. Standards for technology platforms and solutions:
For units, organizations, and enterprises providing technological platforms for the university, the document clearly outlines their responsibility to comply with technical regulations, data storage standards, information security, and service continuity to prevent any disruption to the educational process.
5. Strategic development and academic responsibility
Digital transformation and the application of technological advancements (including AI) are inevitable trends to enhance the quality of pharmaceutical education. However, this development must always be accompanied by a strong sense of responsibility and professional ethics.
- For lecturers and researchers: Proactively update your technological skills to optimize lectures, strictly monitor students' assignments, and guide students on the ethical use of AI.
- For students: Maintain absolute academic integrity. You are encouraged to use technology as a supportive tool for researching and synthesizing materials, but you are not permitted to use AI to cheat or to replace independent thinking in exams, tests, or graduation theses.
